We're looking for experienced professionals to join a team that is passionate about building a vibrant, dynamic Saint Paul by leveraging the strengths of a diverse urban core city. This is an exciting role that will provide you with the opportunity to shape the future of Saint Paul.

There are openings on the Housing and Economic Development teams within the Department of Planning and Economic Development (PED). PED's mission is to build community wealth - through business, housing, jobs, planning, financial and cultural assets.

With the Housing team, your role would be to leverage a variety of affordable housing finance tools and lead single and multi-family housing projects including acquisition, rehabilitation and disposition of properties. With the Economic Development team, you would lead commercial development deals, and support business investments and job growth in the City through business loan programs. Our current Economic Development strategy articulates the work in more detail. In either role, you would lead real estate development projects on behalf of the City.

We are posting these positions at three levels – Project Manager, Senior Project Manager and Principal Project Manager - and will hire candidates based on the best alignment of skills and experience with the department's current needs. Primary responsibilities:
Initiating, planning and managing all aspects of real estate development projects on behalf of the City of Saint Paul, including property acquisition and assembly, reviewing development proposals, financing, negotiating deal terms, and property sales
Negotiating and managing contracts with community organizations, government entities, businesses and developers
Evaluating project development proposals requesting City assistance including Tax Increment Finance, Revenue Bonds, Tax Credits, property sales and pass-through development grants, and making investment recommendations to department management and elected officials
Providing guidance to other staff on development strategy, policy and logistics
Working collaboratively with colleagues in the department and other City departments to develop creative solutions to building a dynamic, vibrant city for all residents
Collaborating with community organizations, government entities and developers on real estate projects

Preferred experience and skills:
Strong understanding of real estate finance and development, either housing or commercial
Experience with creating and evaluating development and operating pro formas
Ability to clearly and effectively communicate projects and financing concepts to the public and elected officials
Strong negotiating skills and experience negotiating terms for real estate development projects
Experience with community engagement, especially in immigrant and minority communities
Excellent verbal and written communication skills, including the ability to communicate complex technical concepts clearly across different audiences and varying levels of the organization
Experience working collaboratively across different skill sets and points of view
Superior attention to detail, critical thinking, problem solving and organizational skills
Ability to work effectively with minimal supervision while meeting deadlines
A drive to do what it takes to get the job done including taking on different roles and responsibilities and adapting to changing environments
Bi-lingual competency, ideally Spanish, Hmong, Vietnamese, Somali or Oromo
Research experience - demographics, economics, market trends and policy

For the Housing role:
Affordable housing development – including acquisition, rehab, disposition and Federal and State financing tool

For the Economic Development role:
Experience in cultural-themed place-making and business development
Specific experience and knowledge in one or more business sectors: health care; higher education; manufacturing; technology; arts & entertainment; etc.
Small business consulting - particularly minority-owned small businesses and/or start ups

REQUIREMENTS:
A Bachelor's Degree in Urban Planning, Economics, Housing, Finance, Real Estate, Public Administration, Business Administration, or a related field and two years of experience as a Project Manager or equivalent or four years of experience in a development project management role.

Experience can be substituted for education.

Some positions in this class may require reading, writing, and speaking fluently in a language other than English. Please note if you have language skills.

May require a valid Minnesota Class D Driver's License, or equivalent out-of-state driver's license. The driver's license must have no suspensions or revocations for driving-related offenses within the two year period prior to the date of appointment. Suspensions for parking-related offenses are excluded.
