The Public Affairs and Communications Division of the Office of the County Administrator is seeking three professional communicators to serve as key members of the County’s communications and public engagement team. We are seeking qualified candidates for two Communications Manager positions and one Communications Specialist position. We are looking for candidates with passion for engaging the public through strategic communication activities. An interest or experience in the areas of transportation/transit and/or human services desired.

Communications Manager (2 positions): One Communications Manager will manage a wide range of internal and external communications for the Department of Transportation and Capital Infrastructure. A second Communications Manager similarly will support the County’s human services departments, which include the Department of Family Services; Department of Mental Health, Substance Abuse and Developmental Services; and Health Department. The Communications Managers will collaborate with the other members of the Public Affairs and Communications team to support the departments they serve, including the departments’ senior leadership. The hiring range for these positions is $55,283 – $88,452 DOQ. These positions also will collaborate with the departments’ staff and subject matter experts to research and develop effective messages to help the departments achieve their communication goals and objectives. The Communications Managers’ responsibilities include coordinating media relations activities; public information campaigns; strategic communication planning; event and community meeting management; photography; employee communications; marketing; and crisis communications. These positions also require outstanding content creation and writing skills. The Communications Managers will produce and publish content on the departments’ social media accounts and webpages. The ideal candidate is familiar with the use of graphic design software, such as Adobe Creative Suite, to create digital content and print collateral, such as infographics, flyers, brochures, and reports. In addition, these positions will support countywide emergency communication responses within the National Incident Management System (NIMS) framework.

Communications Specialist (1 position): This recruitment also fills a third position, a Communications Specialist, who will support the Department of Transportation and Capital Infrastructure. The Communications Specialist will create content and perform other communication-related activities in support of the department’s overall communications goals and objectives. The ideal candidate will be proficient in using design software, such as Adobe Creative Suite, to create digital content for the website, social media, and advertising, as well as for print collateral, such as info graphics, flyers, brochures, and reports. The hiring range for this position is $48,653 to $77,844 DOQ. The successful candidates for these three positions will be self-motivated, organized, and creative, and demonstrate an ability to handle multiple priorities simultaneously. JOB REQUIREMENTS
Communications Manager: Any combination of education and experience equivalent to a Master’s degree in communication, public relations, journalism, marketing, public administration, or other related field, and two years of experience in journalism, communication, media relations, public relations, or other related field. Proficiency in communication concepts, principles, methodology, and techniques. Skilled in collaborating with multiple stakeholders across different levels of an organization. Experience managing and producing a broad range of communications for a government, non-profit, communications, or other large and diverse organization. Preferred qualifications: Masters degree and 5 years experience managing communications for a transportation and/or transit organization, and/or for a human services organization, such as a government agency or non-profit; and experience working with senior elected and appointed officials in a communication capacity.

Communications Specialist: Any combination of education and experience equivalent to a Bachelor’s degree in communication, public relations, journalism, public administration, or other related field, and three years of experience in journalism, communication, media relations, public relations, or other related field. Experience performing technical communication tasks, such as copy writing/editing, graphic art/design, and digital communications. Proficiency in the production of content, such as graphics, newsletters, reports, flyers, posters, and/or videos. Experience managing social media and using a website Content Management System. Prefer experience creating digital content for a government, non-profit, or communications organization. Knowledge of and/or experience working with transportation and/or transit topics. Proficiency with design software, such as Adobe Creative Suite.

SPECIAL REQUIREMENTS
These positions are considered essential personnel and therefore will be required to work on-site during emergencies, including closures of the County government and full activations of the Emergency Operations Center (EOC). In addition, these positions will require some after-hours work to support routine and emergency meetings and events.
