This position is being filled under Direct-Hire Authority for Financial Management Experts. DISA has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.
- Branch Chief. Accounting and Financial Systems Administration Branch, Accounting and Finance Division
- Analyze accounting and finance data related to each of the program elements of the DWCF-TSEAS
- Responsible for Maintenance and daily analysis of transactions affecting the control and subsidiary ledger operations
- Responsible for Preparing and analyzing the monthly, quarterly, annual Chief Financial Officer (CFO), and ad hoc accounting and financial management statement and reports
- Accounting and Finance Systems point of contract and Financial Management Directorate liaison with the information on management community in DITCO, DFAS, or other organizations
- Prepare narrative analysis of significant factors, indicating trends or situations requiring review or corrective action.
- Acting as a funds certification official for the DWCF-TSEAS. Includes responsibility for preparing and issuing all finding documents for the DWCF-TSEAS
- Participate in conferences and meetings at staff, directorate, and agency level related to effective accounting of the DWCF-TSEAS
- Review all accounting and financial management reports (to include the monthly AR(M) 1307, SF 133, and annual CFO reports, to ensure they are prepared and issued in accordance will all applicable law and regulations
- Responsible for preparing narrative analysis of significant factors, indicating trends or situations requiring review or corrective action.

Financial Management Certification Level 2 required.
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
Candidates may also qualify through a combination of education and experience: at least 4 years of professional accounting experience (at least one year must be equivalent to the journeyman level) or an equivalent combination of professional accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as a Certified Public Accountant or Certified Internal Auditor
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service, is required.
Specialized experience is defined as experience with Financial Management processes and policies, specifically pertaining to a Working Capital Fund. Additionally, experience with principles and practices of accounting, general ledger and audit standards is required.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
