This position is responsible for leading Minnesota Family Investment Program (MFIP) policy implementation, program compliance and program integrity efforts. This incumbent will ensure that procedures and processes are in place to support county, tribal, and employment service agencies in the implementation of MFIP and provide technical assistance as needed. The incumbent oversees processes for reviewing and responding to audit findings, questions regarding Minnesota Family Investment Program/ Diversionary Work Program financial eligibility, program policy interpretation, assesses and synthesizes feedback from counties and other partners, and ensuring that audit results, case reviews and feedback from other entities is used to inform future policy development. The incumbent is an integral part of the team responsible for simplifying program policy and redesigning the program to support positive outcomes for children and families, particularly through leading project teams so that analysis and planning for systemic change is accomplished in a manner that is supported by research on best practices and evaluated in relation to program objectives. The incumbent is also responsible for providing supervision to the team responsible for reviewing MFIP and Employment Service case files required by federal TANF regulations. Finally, this position will oversee the contract management of various MFIP grants.

RESPONSIBILITIES INCLUDE:
Lead Minnesota Family Investment Program (MFIP) policy implementation so that laws are implemented with integrity, and positive outcomes for children and families are supported
Supervise unit staff so that high levels of productivity, dedication to quality output, and job satisfaction are fostered and maintained. Recruit and hire employees; assign staff to job duties, train and direct employees in the execution of job responsibilities to achieve objective; monitor, and evaluate staff
Collaborate with the Legislative and Policy Team on Temporary Assistance for Needy Families (TANF) redesign and Department simplification and alignment projects
Provide program expertise and program input including feedback from audits and interactions with counties and other partners to the TANF redesign steering committee and multi-divisional simplification and alignment meetings
Work with other division managers, supervisors, and the Division Director in directing the work of the division, in order to ensure that priority work is completed, communication is facilitated, and resources are used effectively
Assist the MFIP Section Manager in responding to ad hoc requests from federal funders, the Governor, Department management, the Legislature, and the media; perform other duties as assigned

Qualifications

Minimum Qualifications:
Supervisory OR other leadership experience OR completion of a leadership development program (e.g., L4, Emerging Leaders Institute, etc.)
AND

4 years of professional experience working with Minnesota Family Investment Program (MFIP) that demonstrates:
Experience with budget, policy, and administration as it relates to MFIP
Experience with the legislative process as it relates to cash assistance programs

Preferred Qualifications:
Demonstrated understanding of the roles and relationships of county, state, tribal, federal, and community agencies
Comprehensive knowledge of federal and state legislation, rules, policies, procedures, and intent governing the delivery of human services programs
Sensitivity to and respect for cultural and other differences in interactions that will occur with co-workers and customers
Demonstrated ability to manage human resources and provide direction and coaching to a diverse group of individuals with multiple responsibilities
