PRIMARY PURPOSE OF POSITION
The Manager, RE&F Programs and Capital Projects is responsible for the process of planning, managing and reporting on initiatives, programs, and capital projects which may include capital improvements and other business related capital projects in support of Real Estate & Facilities. The position works closely with our business partners, stakeholders, internal and external teams to deliver timely, high quality, scalable programs and projects. The position works with all stakeholders to assemble project teams, assign responsibilities, identify appropriate resources, and develop schedules to ensure timely completion of projects. Depending on program or project accountabilities, works with team responsible for scope, schedule, budget, and safety performance of multiple programs and capital projects. The position is also responsible for assessing and anticipating risks, escalation management, and balancing business needs vs constraints to maximize business benefit. Leads project teams through business case / capital approval process, development and execution of project plans and project closeout. The position contributes to the development of high-performance teams through rigorous goal-setting, disciplined attention to performance metrics, and continuous process improvement.
PRIMARY DUTIES AND ACCOUNTABILITIES
Develops industry leading programs and capital projects, in support of real estate and facilities’ strategic plan and Exelon’s corporate objectives. Develop detailed implementation plans for approved initiatives. Serves as primary client interface during program development and implementation.
Lead project teams to schedule, and control aspects of programs/projects. Oversee activities to ensure alignment with project goals. Develop cost estimates and project budgets and control and monitor actual project costs against budget. Monitor and enforce schedule, budget, status and risk, actively participate in project decisions, and drive recommendations to consensus and approval. Review documentation and specifications to ensure consistency with plans and for value engineering opportunities. Work with the facilities managers to ensure effective project turnover and closeout.
Perform financial analysis and prepare and present business cases to secure funding approval to implement programs and initiatives. Provide financial reports including cash flow projections for projects, including projected savings or additional funding requirements
Lead the selection of project team members, Manage project bid process/package and collaborate with Supply to procure, evaluate, and award project contracts. Establish business terms and participate in contract negotiations with third parties. Administer and manage contracts related to project work
Report program and initiative status to clients and senior management. Assist partners and leadership with preparation of presentation materials; Conduct project presentations for senior level meetings and discussions.
Establish policies and standards, and implement processes to facilitate adherence to standards across Exelon.
Bachelor’s degree in Finance, Real Estate, Architecture, or related field
Minimum 8 to 10 years of experience in project and program management in a related industry, with demonstrated supervisory experience of direct and matrixed reporting relationships
Detail driven with demonstrated broad-based problem solving abilities.
Strong oral and written communication skills
Ability to analyze, problem-solve, scope requirements and prioritize tasks
Results oriented with a demonstrated delivery focus who works independently and collaboratively with multi-disciplined teams
Experience with all phases of capital project management from concept through design, build/construction, turnover, and closeout
Knowledge of project budgeting, financial monitoring, reporting
Ability to prioritize and manage multiple projects
Vendor and contract management experience
Advanced degree (MS/MA/MBA) or equivalent high-impact project and management experience.
Accountable for delivery of Real Estate & Facilities related programs and capital projects.
Translates initiatives to develop and implement programs that deliver agreed upon real estate and facilities strategy and corporate objectives into implementation plans that link strategy with business unit plans and activities.
Applies knowledge of Exelon’s business strategies to anticipate business needs based on industry trends, while integrating technical expertise, partner business objectives and marketplace factors.
Position requires sound judgment to enable initiatives having significant budget and/or business operations impact.
Must present, organize and convey complex problems or issues with partners to provide sound resolutions.
Self-starter who defines effective methodologies and processes within a rapidly changing and ambiguous environment.
Exercises well-developed analytical skills, extensive project management experience and good business judgment.
Establishes, maintains and enhances relationships with partners and stakeholders.
