Duties of the Program Specialist assigned to Research and Development Service with extensive knowledge of program management and administration practices, principles, and techniques related to Veteran Health Administration (VHA), Office of Research and Development (ORD), Research Safety and Animal Welfare (RSAW), and other federal and local directives/policies.
Gathering and analyzing data to present administrative findings and recommendations to Research & Development Administration in accordance with accepted organizational and management principles
Planning, developing and evaluating the research administrative programs
Conducting surveys of space utilization, manpower and equipment to resolve administrative problems arising in the normal operation of research programs
Preparing annual budgets and research projects by coordinating research activities with other VA and non-VA programs, academic institutions, service organizations, the Tampa VA Research and Education Foundation (TVAREF) and other groups and individuals
Serving as a liaison for an assigned JAHVH hospital affiliate on the Research & Development Committee and its subcommittees communicating the requirements of the committee and advising investigators on how to comply
Assembling, organizing and presenting information for budget development
Formulating a budget plan each fiscal year for all research functions
Working with principal investigators during the planning and operational phases of their research proposals to ensure that the program's budget is properly developed in accordance with VA Central Office (VACO) guidelines
Steering annual equipment inventories are conducted to assure all property is accounted for by the principal investigator
Gathering, coordinating data, analyzing, and preparing all JAHVH affiliate worksite research reports for the Administrative Officer and the Associate Chief of Staff for Research & Development

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: presenting budget estimates or requests to higher management; monitoring budgets, including expenditures or cash flow; processing or recording financial transactions or information; preparing budget requests or justifications for funding; interpreting and applying laws, regulations, policies, standards, or procedures to specific issues; processing or analyzing research data using computer systems or applications; keeping abreast of key organizational activities, policies, and priorities likely to affect operations or the program area; keeping abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations); reviewing and providing feedback on the content of complex information (for example, research or contract proposals, financial, technical, or management reports).
