DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Provides leadership to Inspectors. Develops training programs to improve Inspector's knowledge of public infrastructure construction. Manages inspection staff to support and maximize their effectiveness for all assigned construction projects. Supervises work activities of assigned inspection staff to ensure project compliance with plans and specifications as well as applicable policies and procedures; including staff training, mentoring, administration and development. Investigates inquiries concerning contract interpretations and technical problems for any unusual field conditions and potential construction issues related to work, delays, disputes and change of scope. Reviews and approves daily reports to ensure the required project documentation is completed accurately and in a timely manner by Inspectors. Investigates and provides resolutions to project complaints and general inquires to ensure prompt resolution.
Requires the ability to communicate effectively both orally and in writing to deal tactfully with clients, contractors and the public. This position routinely requires lifting of moderately heavy items, such as a roll of construction drawings or record boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine exposures to moderate heat, cold moisture/wetness and unpleasant air conditions.
This is a Houston Pubic Works Emergency Management position at the Tier II Level.
Requires an Associate's degree in a field closely related to the area of inspection to be performed; or a high school diploma/GED and certification/licensing in a technical specialty program of over 18 months in the area of inspection to be performed.
Four years of journey level experience in the area of inspection to be performed are required.
In the areas for Electrical, Elevator Trades, Plumbing, Structural, and A/C and Boiler, experience must be journey level experience received after completion of apprenticeship program.
Valid Texas Driver's License and compliance with the City of Houston policy on driving (AP 2-2).
Preference will be given to candidates that have been certified to be a Public Infrastructure Inspector (CPII) from the American Public Works Association or possess certificates demonstrating a proficiency in the following: Considerable knowledge of the section or sections of the technical specifications related to water, wastewater, piping, and roadway construction work to be performed; knowledge of construction materials, procedures, quality control, and the ability to interpret construction plans.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Selected applicants will be required to obtain certification through the City of Houston Inspector Training Class.
