Description of Duties/Essential Functions
Under general direction, travels to perform field inspections for field inspections to evaluate and ensure contractor's compliance as cited by the Department of Human Rights (DHR) and Central Management Services (CMS) regarding the Minority/Female Participation program for projects under the Capital Development Board's (CDB) jurisdiction within the unit of Fair Employment Practices (FEP). Prepares written reports, evaluations, and memorandums related to the status of compliance. Represents CDB at various seminars, conferences, task forces, and other organizations in educating the construction industry of economic opportunities of females and minorities
Conducts periodic job site inspections to assess contractor compliance with rules and regulations for public contracts as cited by DHR; monitors compliance with rules and regulations as cited by CMS of the Minority and Female Business Enterprises (MBE/FBE) participation program; establishes and maintains communications between contractors, unions, minority/female organizations and CDB staff; maintains files of written complaints of non –compliance with DHR and prepares timely written reports and evaluations related to the status of DHR and MBE/FBE compliance; participates in pre-bid and pre-construction monthly meetings to inform contractors of DHR and MBE/FBE compliance goals.
Prepares written reports, evaluations, and memorandums related to the status of DHR compliance; reviews MBE/FBE subcontractor/supplier certification, reviews, amends, and approves contractor workforce goals; interprets monthly manpower utilization reports; obtains contractor affidavit and sworn statement, and reviews other documentation in order to determine compliance. Conducts jobsite interviews and investigations of alleged non-compliance; files written complaints of non-compliance with DHR; coordinates goal information with the assigned project manager. Reviews workforce projections on a yearly basis to provide appropriate recommendations to for changes in established goals.
Recommends and mentors contractors to utilize businesses listed in the MBE/FBE referral directories; represents CDB at various seminars, conferences, task forces, and other organizations in educating the construction industry of economic opportunities of females and minorities; recommends and encourages contractors to utilize businesses certified by CMS; reviews MBE/FBE goals annually for changes to specific goals and adjustments to overall goals of project.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in public or business administration. Requires one year of professional experience in a public or private organization. Requires the ability to investigate various types of records and field activities to determine DHR and CMS compliance; requires the ability to draft reports and letters, and have the ability to communicate effectively both orally and in writing; requires working knowledge of social, cultural, and economic factors of minority and female group issues. Requires a valid Illinois Drivers License due to extensive travel requirements.
