The primary purpose of this position is to serve as the administrative officer to the Director and Staff of the NORAD and USNORTHCOM Washington Operations Office (N&NC/WO) on a broad-spectrum of administrative issues related to supporting the mission of NORAD and USNORTHCOM in Homeland Defense (HD) and Defense Support to Civil Authorities (DSCA).
Assures internal systems and procedures for carrying out the organization's administrative functions to meet the requirements of balancing costs, benefits, productivity, and effectiveness.
Serves as the Washington Operations Office's Portal Manager, Site Owner, and Records/Files Custodian. Ensures proper records management, reviews documents and information ensuring the proper disposition.
Reviews local regulations and implements administrative programs to include records management, correspondence, military awards, timekeeping, and joint travel regulations.
Occasional travel - You may be expected to travel for this position.

In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and, (B) if required, to submit to urinalysis testing.
The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a term position not to exceed (NTE) 13 months.
This is a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
Incumbent of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

The incumbent of the position is subject to recall with little or no notice. Incumbent might be required to work an alternate work schedule, overtime, and/or weekends and holidays, if needed.
Some TDY is required. Work for this position may occasionally require travel away from normal duty station.
The employee may be required to travel by commercial or military aircraft, commercial or government ground transportation in the performance of duties.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes analyzing, planning, organizing, and conducting assignments, as well as justifying or resolving matters involving significant or controversial issues; adapting analytical techniques and evaluation criteria to measure and improve program effectiveness and/or organizational productivity; and expertise with the methods and procedures, program goals and objectives, regulations, pertinent laws, policies, and precedents which govern the administrative operations of an organization.
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.
COMBINATION OF EXPERIENCE AND EDUCATION:

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of administrative concepts and practices sufficient to make or recommend changes in administrative policies, devise and install procedures and office practices affecting the staff and relevant staff elements, and to foresee administrative problems and requirements.
2. Knowledge of various Federal directives, regulations, and procedures for processing staff actions.
3. Knowledge of military command structure, missions, programs, and organizational relationships.
4. Skill in interacting with individuals at all levels of the Federal government.
5. Skill in applying departmental protocol standards.
6. Skill in working independently. Skill in oral and written communications.
PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS:
The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
