Job Summary
The mission of the Department of Energy and Environment (DOEE) is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.
This position is located in the Regulatory Review Division (RRD) of the Natural Resources Administration (NRA) in the Department of Energy and Environment (DOEE). This position will support floodplain management program within the Floodplains, Wetlands, and Groundwater Branch. The individual selected for this position will assist in the Branch’s flood risk mitigation efforts, including managing and applying for grants to reduce flood risk, coordinating interagency efforts to increase the District’s resilience to flooding, and planning and executing flood mitigation projects. These projects could include education and outreach programs to spread flood awareness, programs to reduce the cost of flood insurance, mapping and managing stormwater drainage complaints, project and grants management associated with flood risk reducing infrastructure projects (such as blue-green infrastructure parks), and other projects that arise out of other Flood Team priorities.
Duties and Responsibilities
The selected candidate will also assist in reviewing permit applications for compliance with the District’s floodplain management regulations and responding to questions from customers and other stakeholders about the regulations, flood protection and flood resistant design, flood insurance, Flood Insurance Rate Maps, and processes for applying for and obtaining DOEE floodplain approval. The selected candidate will assist with the finalization and implementation of new floodplain management regulations, including creating technical guidance. The incumbent will interpret District and federal statutes, regulations, and guidelines for specific environmental discipline. They should have professional knowledge of other environmental programs that may be affected and can interact with them to a meaningful degree. The candidate will assist in the drafting of environmental policies, regulations, guidelines, procedures, and forms. Including, reviewing trade journals, news releases, technical reports, and District and federal legislations, regulations, and guidance documents for developments that might affect regulatory, compliance assistance, enforcement, and public outreach and education programs.
License and Certification
Incumbent is required to process a valid driver’s license.

Work is primarily performed in a normal office setting.

Pay: $72,711.00 - $93,735.00 per year
