About the Position: This position is located with the Program Executive Office, Enterprise Information Systems (PEO EIS) in Arlington, VA
PEO EIS Mission Statement: Rapidly deliver innovative and cost-effective IT systems and services for the Total Force, to globally connect the Army and provide a decisive information advantage to every Soldier.
AHRS: The Army Human Resource system produces and establishes personnel management information systems for the active Army.
Coordinates and develops procedures relating to financial management, acquisition, implementation, distribution, and logistical support for the hardware, software, supplies, and services required by the project.
Identifies and balances risks, selects alternatives and plans how to best accomplish the goals and objectives of the project within recognized guidelines.
Manages and directs staff to prepare Requests for Proposal, Statements of Work, Contract Data Requirements Lists, specifications, acquisition plans and evaluations plans.
Manages all activities engaged in the acquisition of the programs which include associated contractors for the implementation of the organization?s portion of the system, and to plan, program, and budget for the project.
Performs the full range of administrative and technical supervisory duties within the Product Office.
Leads, defines, manages, and integrates efforts of several groups or teams.
50% or less - You may be expected to travel up to 50% for this position.

This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver. Note: Waiver is position specific and must be approved prior to being appointed to the position
This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
This position requires Level III certification in Acquisition Career Field ?Program Management? or the incumbent must be able to obtain certification within 24 months of appointment.
Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
Supervisory one year probationary period may apply.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Perform tasks associated with contractor projects such as software development, testing, training and sustainment of programs 2) Manage cost, scheduling and performance for multi-million dollar acquisition programs 3) Perform a full range of supervisory duties such as interviewing, performance evaluation, counseling, mentoring, production monitoring, etc. of subordinates to meet mission goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-III (GS-13).

However, there is an education requirement for membership in the Acquisition Corps which includes: Baccalaureate degree from an accredited educational institution (you must submit your transcripts)
Possess significant potential for advancement to levels of greater responsibility and authority
At least 24 semester credit hours of study at an accredited institution of higher education from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
At least 24 semester credit hours of study at an accredited institution in the individual's AT&L Career Field and either 12 semester credit hours from among the above-listed disciplines or training in these disciplines equivalent to the 12 semester credit hours. (Training courses that carry an American Council of Education (ACE) credit recommendation may be used for equivalency.)
ACE credit recommendations may only be used to meet the 24 semester hour standard for Acquisition Corps membership if those credit recommendations have been accepted by and appear on an official transcript from an accredited institution of higher education. DAWIA provides the option to substitute equivalent training for the 12 semester credit hours applied to the 24 hours in the individual's AT&L Career Field and 12 hours in the covered disciplines. This does not apply to the option for 24 semester credit hours in the covered disciplines.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Supervisory position Cash Differential as a tool to incentivize and compensate supervisors based on organizational level and scope, difficulty, and value of the position. Once all eligibility requirements and conditions are met, the incumbent of this position may receive a Supervisory Cash Differential NTE 10% of the employee's basic pay (basis pay defined as pay without the locality rate) IAW the organization's Business Rules. The Differential is paid on a pay period basis with a specified not to exceed date of one year or less, is reviewed every year, and may be terminated or reduced as dictated by fiscal limitations or changes in assignment or scope of work.

Critical Acquisition Position (CAP) in the Defense Acquisition Workforce. Acquisition Corps membership is required prior to appointment to a CAP unless a waiver is granted. Subject to proof of membership, Acquisition Corps members from other services will be accepted by Army without additional review. Selectees must sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
Telework Eligibility Statement: This position may be eligible for regular and recurring TELEWORK, including emergency and OPM prescribed unscheduled Telework. Supervisor approval will be required on a case-by-case basis.
