The roving Program Development Officer (PDO) will work from the International Headquarters of Samaritan’s Purse located in Boone, NC. This position will require frequent international travel to Samaritan’s Purse international field offices to develop, coordinate and assemble project proposals. In the process of coordination, the PDO collaborates with and assembles the contributions of field office staff such as Monitoring and Evaluation staff, Program Managers (PMs), Finance Manager (FM), Technical Advisors (TAs) and Regional Program Development Officer (RPDO). While serving in a field office, the PDO will provide technical assistance during project cycle implementation, monitoring and the close-out process. The PDO will support the work Disaster Assistance Response and Incident Management Teams as required to include deployment to disaster settings.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Be familiar with all funding sources (UN, government & non-government agencies, SP IHQ & Affiliates); be alert to upcoming funding opportunities;
Develop concept papers and prepare project proposals to SP and donor organizations.
Ensure that program planning aligns with relevant international and internal standards.
Support program implementation as needed, including responsibilities such as: developing assessments, baselines, budgets, monitoring and evaluation systems, key lessons learned, field visits to verify data, reporting and close-out.
Mentor and build capacity of field staff in general program development skills, quantitative and qualitative monitoring and evaluation skills.
Assist field office with representation of SP and networking with other organizations (such as UN cluster meetings).
Attend daily morning devotions and participate in prayer support for the ministry, its donors and volunteers.
Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.
Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff.
QUALIFICATIONS

  • Experience working for humanitarian organizations or International NGOs will be an advantage.
  • Field-level grant-writing experience with major donors (governments and UN agencies).
  • Excellent communication skills, written and oral proficiency in English.
  • Working knowledge of French and Spanish a plus– writing, reading and speaking.
  • Strong skills in analytical and strategic thinking.
  • Good quantitative and qualitative data analysis skills.
  • Ability to develop and carry out work plans and solve problems independently.
  • Strong writing and presentation skills.
  • Ability to work in an international and multicultural environment including disaster situations.
  • Excellent knowledge of computer applications, in particular proficiency required in MS Word, MS Excel and Power Point.
EDUCATION AND EXPERIENCE

Bachelor's degree (BA) from four-year College or university; or a minimum of three to five years’ related international work experience and/or training; or equivalent combination of education and experience. Master’s degree in International Development preferred but not required. Twelve credit hours of college-level Biblical studies strongly preferred.
