Responsible for overall efficient fiscal & program operations management of the Family and Community Services department, a large, multi-service department serving a wide range of individual (prenatal to older adults) and family needs, through inter-department and
intra-agency collaborative efforts and supervision of leadership team. Responsible for routine collaboration with COO to review departmental performance reports, including quarterly [PQI], semi-annual and annual reports, obtained from departmental leaders directly responsible for assigned programs/services, and plan for program sustainability, expansion and development.

Communicate, promote and monitor department's integrity and ethical performance, consistent with the Catholic Charities' Corporate Compliance Program, Code of Ethics, legal mandates & labor laws, managing contractual/funder regulations and accreditation standards, regulations and policies and procedures (e.g. COA, BBB)
Develop, implement and enforce uniform department procedures to ensure effective fiscal performance, including accountability of department leaders to routinely review & utilize monthly financial statements to keep programs within approved budgets and make fiscally informed decisions regarding program and personnel patterns/assignments
Routinely meet with Catholic Charities' (CC's) Department Directors, including PQI, Corporate Compliance, IT, HR, Finance and PR/Communication to collectively exchange goals, activities and strategies to support intra-agency collaboration for CC's comprehensive well-being
Lead and mentor department leadership team in departmental strategic planning (including staffing patterns & personnel performance), evaluating quality performance and risk concerns, and continuous improvement of (via short-term and long-term initiatives and strategies) internal systems/procedures & fiscally sound practices to yield effective, efficient and quality service
Develop, monitor, analyze and utilize FACS fiscal performance data to direct departmental decisions regarding program and personnel allocations.
Collaborate with grant writers and CC's Contract Manager to sustain and pursue county, state and community foundation funding to supplement and/or replace existing funding
Ensure quality service, contractual (local, state and federal) compliance, and risk prevention throughout department's programs targeted to enrich the health, safety and wellness of children, youth, adults and families, including essential living support/resources, child welfare services, court-related services, Women, Infants and Children (WIC), and family healing and support services.
Cultivate and expand strategic, strong & resilient relationships with key stakeholders, service and funding partners to ensure effective service coordination & collaborative solution-building.
Represent Catholic Charities of Buffalo and the FACS department at community and professional committees, meetings and events; Actively participate on CCB leadership teams (Senior Management), steering committees (Strategic Planning, Risk Prevention Management) and in agency-sponsored events and Diocese-sponsored events. Participate in New Hire Orientation to welcome new employees and educate about FACS. Chair agency committees as warranted.
Ensure department diligence with comprehensive service tracking via central database for utility with review, analysis, reporting (internally and to key stakeholders) and opportunities for securing funding
Ensure departmental participation in COA Readiness Reaccreditation and Better Business Bureau re-accreditation preparedness activities
Lead department efforts to identify, explore and develop opportunities to enhance, market, and expand existing services and programs throughout WNY
Conduct required provisional and annual performance evaluations of leadership team; maintain performance accountability and implement corrective supervisory action as warranted.
Perform other duties as requested by COO or CEO

EDUCATION: Master in Social Work or related field (LCSW-R preferred), and
EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES:
At least five years' senior leadership experience including fiscally-informed programmatic decision-making experience and budget preparation & monitoring responsibilities, and
At least ten years' supervisory experience in a health or human service setting with knowledge of regulatory requirements of child welfare and mental health.

Demonstrated effectiveness with leading teams and engaging with cross-functional leadership
Demonstrated agility, initiative, innovative, to ability to work independently and efficiently (effective organizational and time management skills), produce results, meet deadlines and perform other duties as requested by COO or CEO
In-depth familiarity with WNY community and continuum of human services (health, behavioral health and social services) systems, organizations and resources
Fluent in various computer applications (e.g. Word, Excel) and electronic database systems; experience with graphic reporting applications preferred
Requires travel - must possess valid NYS driver license and agency-required level of auto insurance coverage and be able to travel as needed within the eight county WNY region.
Must be prepared to work a flexible schedule in order to participate in agency-related activities/events that may take place outside of typical business hours.
