The VASNHS is seeking a RN to join our team as a Deputy Nurse Executive (DNE). The DNE provides primary assistance to the Nurse Executive in guiding the overall management of the practice of nursing and the profession of nursing within VASNHS. The DNE role extends into all major practices areas: clinical, administrative, research, and education. VASNHS is a 1B Facility that provides out/inpatient services.

Responsibilities
The DNE reports directly to the Associate Director for Patient Care Services for the delivery of Veteran-centered, high quality, and high-value patient care. She/he has complete responsibility to administer and direct the Associate Nurse Executive (ANE) for Mental Health, Outpatient, Inpatient, Nurse Recruiter, Telehealth Program, and Chaplains, as well as to collaborate with providers and supervise all other clinical, administrative, and clerical staff. Aggregates data and participates in the budget process to plan for current, emerging, and future resource requirements (financial, human, material and/or informational). Provides leadership in determining allocation of resources (financial, human, material and/or informational) based on patient care systems that produce high quality outcomes. The DNE informs the Associate Director for Patient Care Services of potentially controversial issues, or problems with widespread impact and participate with leaders from the Executive Leadership Team. She/he provides input into nursing policy development and participate collaboratively with medical staff, clinical areas, and administrative areas in strategic planning and decision-making.
Completed work is reviewed critically outside her/his immediate office by line management officials, or regulatory agencies or agents as required.
Forecasts requirements necessary in long-range planning/model development for effective delivery of health care services.
Facilitates implementation of new programs while incorporating medical center mission, vision and value statement.
Manages complex personnel matters while maintaining the dignity of the constituents and upholding the intention of governing directives.
Fosters a climate for shared governance determines work processes, work culture and improvements.
Manages planned and imposed change in an effective manner, assisting the consumer to move through the change process.
Collaborates with community and other VA health care systems to share ideas, develop action plans and goals to improve patient care services.
Shares expertise within and/or external to the organization by leading interdisciplinary groups such as committees, task forces, projects, formal teaching, publishing, or professional activities.
Benchmarks best practices and disseminates innovations as appropriate through the local, VISN and/or VHA levels.Ability to quickly adapt to change, handle multiple inputs and tasks simultaneously.

Basic Requirements :
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN ) or The Commission on Collegiate Nursing Education ( CCNE ). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Preferred Experience:
Masters Degree in Nursing or related field with BSN and Certification with 4-5 years of nursing practice/experience
Doctoral Degree in Nursing or related field and appropriate basic or advanced certification with 3-4 years of nursing practice/experience
Five or more years of experience with progressive leadership and management experience
Demonstrated leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care
Grade Determinations : The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Reference : VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be capable of working effectively in stressful situations, able to shift priorities based on Veteran needs.

Additional information
Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
