DESCRIPTION:
The incumbent in this position shall be responsible for multiple environmental health programs in Hendry and Glades Counties. This position requires vast technical knowledge within all environmental health programs. The incumbent must be able to exercise discretion and make independent professional judgments within all environmental health programs. Primary responsibilities include, conducting inspections of onsite sewage treatment and disposal systems, permitting, coordinating and conducting water-well construction inspections. Other responsibilities monitoring and conducting routine inspections of summer food facilities, mobile home, lodging, recreational vehicle parks, recreational camps, investigating complaints and preparing reports, legal notices and other documents. Position functions independently and under the direction of the Environmental Manager. This position is headquartered at the Florida Department of Health in Hendry County, Division of Environmental Health, and reports directly to the Environmental Manager. The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, Florida Administrative Code

REQUIREMENTS:
Bachelor’s degree from an U.S. accredited college or university with minimum of 30 credit hours in a related field (Environmental Health, Environmental Science or a Physical or Biological Science) is required. A valid Florida driver’s license and reliable transportation are required. This position requires that the incumbent have the ability to lift 60 pounds and be able to move freely around construction sites and undeveloped property in high heat and humid conditions. Incumbent is expected to work beyond the normal work day in the event of a disaster or as needed. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters; or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Certification in Onsite Sewage Treatment and Disposal System Program is required by Florida Statute 381.0101. Certification must be obtained within six months of hire and recertification every two years as required.

EMERGENCY DUTY:
Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or perform other emergency duties including, but not limited to responses to or threats involving any disaster or threat thereof, man-made or natural.

MAJOR DUTIES AND RESPONSIBILITIES:
Conducts initial and final inspections of installations for the onsite sewage treatment and disposal systems.
Reviews applications, plans, and well construction forms and insures compliance for permitting.
Issues permits and monitors construction of all wells to meet compliance
Drafts appropriate correspondence for compliance and enforcement actions.
Reviews and recommends action on license applications for mobile home, lodging, recreational vehicle parks, and recreational camps.
Perform routine compliance inspections on mobile home, lodging, recreational vehicle parks, and recreational camp.
Perform inspections and nuisance complaint investigations and initiate compliance, and enforcement actions when appropriate for assigned facilities and locations regulated under the Community Environmental Health or Environmental Health programs as assigned
Perform compliance inspections on summer food facilities.
Conduct required maintenance on equipment and assigned vehicle, as needed.
Participate in in-service training programs as required and within time specified.
Remain aware of Security Policy protocols.
Perform as assigned any other duties within the scope of environmental health as directed by the supervisor.
Enter Daily Activity Records on a daily basis.
This position may be required to present expert witness testimony and represent the Department in legal proceedings involving noncompliant person or facilities with Hendy and Glades Counties.
Performs other related duties as assigned, including disaster preparedness assignments.

KNOWLEDGE SKILLS AND ABILITIES DEEMED ESSENTIAL TO THIS POSITION:

Knowledge of basic computer skills, the Environmental Health Database program and Environmental Health Database Mobile App.
Knowledge of field equipment required, including but not limited to, digital camera, and other equipment as deemed necessary to perform facility inspections.
Incumbent will be assigned a county vehicle and will be responsible for maintaining and operating the vehicle per state and county regulations.
Knowledge of environmental principles, practices, & procedures

Skill in using basic water testing equipment and procedures
Skill in using GPS Unit
Ability to speak both English and Spanish
Ability to operate general office equipment.
