The Software Developer will provide expertise in designing, developing, and maintaining software systems to best support MUSL and its Members. The Software Developer works closely with MUSL Draw staff to develop, improve, and maintain the MUSL Automated Reporting System, as well as Member Lottery and Vendor reporting systems. The Software Developer will work to ensure all software systems stay current with software trends and technologies, and provide support of third party software. They will also collaborate with other information technology and information security staff to ensure the infrastructure, security, and design of all software systems. Some on-call availability is necessary for troubleshooting and resolving any technological issues. This position also offers back-up support to other responsibilities within the IT department.

Main Job Tasks and Responsibilities

  • Analyze, design and develop technical solutions using a variety of programming tools
  • Assist team to build, maintain, and support development, test, and production environments
  • Participate in maintenance activities and provide on-call support, including off-hours
  • Provide general assistance and support to MUSL Members
  • Translate business requirements into technical direction, solution, and design specs
  • Create project plans for updates to existing systems and new development based specs
  • Trouble-shooting/problem resolution for existing and new projects
  • Prepare test plans for key changes and perform testing with users and IT personnel
  • Provide detailed documentation of systems and work performed
  • Positively, professionally, courteously, and effectively represent the Association
  • Effectively convey ideas, images and goals to a diverse group of personalities and be able to implement accordingly
  • Troubleshoot and resolve technical issues with computer systems, programming, software, and servers for MUSL and member state lotteries
  • Provide systems support to staff employees
  • Assist with system and network administration

Experience and Education

  • Experience with C#.Net, including WCF
  • Experience with HTML, CSS, JQuery, and Angular/AngularJS, web package managers and task runners
  • Experience with Microsoft SQL Server 2012 or newer, including SSIS, T-SQL, stored procedures, triggers, and query optimization
  • Experience managing and deploying to Azure App Services
  • Experience with Excel Macros
  • Experience with source control, such as TFS or Git
  • Experience in the following areas is beneficial: Python, Classic ASP, SharePoint (management and use), Nginx, Microsoft Azure, Linux, OAuth
  • Knowledge of systems and software security, including: application security, cryptography, security architecture and design, and telecommunications and network security
  • Ability to effectively communicate in both the spoken and written word
  • General knowledge of servers (physical & virtual), VMWare, system patching / antivirus management, and configuration of FTP, IIS, etc.
  • General knowledge of Windows networking (domains, security, group policy, AD, DNS, etc.)
  • General knowledge of network communications (routers, switches, firewalls, load balancers, etc.)

The Multi-State Lottery Association (MUSL) is a non-profit, government-benefit association owned and operated by its member lotteries. Each MUSL member offers one or more of the games administered by MUSL. All profits are retained by the individual lotteries and are used to fund projects approved by the legislature authorizing each lottery.
