Position Title: LEAD ACCOUNTING TECHNICIAN (INTERNAL)
Starting Salary: $18.00- $22.00 (DOE)
Position Information: Regular (Full-Time) Position with Benefits. (35-40 hours)
Provides general guidance/direction to a workforce of Non-appropriated Accounting Technicians, warranted contracting officers, central cashiers, payroll technician and banking technician. Coordinates and controls the work of the Non-appropriated Fund Accounting Officer (NAF AO). Distributes workload according to priorities, review work processes of the NAF AO staff and revises the processes as necessary to achieve efficiencies in financial reporting. Establishes work schedules, approves, disapproves leave o the NAF AO staff, establishes performance plans and conducts midterm and annual appraisals of work performed by the NAF AO. In coordination with RMC, determines actions for hiring new personnel and dismissing personnel not meeting performance standards.
As the office manager and senior accounting technician, receives, reviews, and classifies complex transaction where guidelines lack specificity to requirements, circumstances, or problems and/or frequently change. Utilizes experience judgment and conducts extensive research to review and process a wide variety of nonstandard transactions for multiple NAF accounts. Reviews documents to verify accounting data and mathematical accuracy. Determines necessary accounting transaction and codes. Enters or directs entry of data in to computerized system or onto required form(s), reviews transactions for validity, corrects or directs correction of invalid or incorrect entries, and reviews the general ledger. Troubleshoots nonstandard complaints or discrepancies. Provides advice or performs other work that requires authoritative procedural knowledge. Interprets guidelines, adapts procedures, decides approaches, and resolves problems of a complicating nature.
Maintains, reconciles and closes accounts involving a variety of transactions. Resolves complex problems encountered by other NAF technicians in maintaining, reconciling, and closing accounts were guidelines are not completely applicable to work. Uses judgement to interpret guidelines, adapt procedures, decide approaches and resolve specific problems. Certifies fund availability to cover all commitments and obligations, and certifies vouchers for payment. Utilizes computer listings/printouts in directing and performing research to identify and reflect status of accounts within segment of responsibility. Closes or directs closing of accounts, identifies significant changes in account balances and review transactions to identify changes. Performs as senior team leader in the NAF Accounting Office. Relays instructions from supervisor. Plans the daily work and gets the work started. Checks the work of other accounting technicians for accuracy of products produced. Discusses any problem or performance issues with supervisor. Demonstrates work methods and provides work-related guidance.
Experience as a NAF Accounting Technician and ability to attende the NAF Office Manager’s Course An overall knowledge of NAF accounting office operations as well as knowledge of double entry and accrual accounting. Knowledge of accounting relationships and relationships with other accounts within the system in order to perform extensive balancing and reconciling of detail and summary accounts. Knowledge of computerized systems to establish subsidiary accounts, track out-of-balances and source of output problems. Ability to prepare, review, and analyze financial statements and reports. Knowledge of accounting regulations, guides, and precedents and ability to interpret, apply, and develop them to a variety of situations. Position is a position of trust. Must successfully complete a Tier 1 Background investigation. "This is a drug testing designated position. The incumbent is subject to random testing for drug use."
