This position serves as the Labor Relations Officer and technical expert and consultant responsible for the administration of labor activities as they relate to all aspects of the collective agreements and conflict resolution between CDC and it's employees.
"As a Human Resources Specialist (Labor Relations) you will: Serve as the Labor Relations Officer and special assistant/technical expert and consultant to Human Resources (HRO), Workforce Relations Office (WRO), and is accountable for the administration of all labor activities as they relate to all aspects of the collective agreements and conflict resolution between CDC and its employees. Serve as an HR advisor responsible for reviewing and analyzing statutory and regulatory policies that impact labor relations programs. Develop and/or revise HR Management policy in the areas of labor relations; serve as a labor advisor, which includes establishing and maintaining effective relationships with labor organizations that represent Federal Employees; experience providing continuing advice and guidance in the areas of union contracts and regulations relative to wages, salaries, employees' benefits and working conditions. Represent CDC in labor management discussions, including grievances arbitration, wage/salary administration and other labor relations matters. Serve as CDC senior HR representative on inter-agency and intra-agency discussion and working groups covering a broad range of human resources issues that encompass the full scope of labor relations issues. Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-14 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience leading, managing and addressing fundamental workforce management issues that change the human resources operational and/or policy programs related to labor relations; (2) experience in preparing and editing collective bargaining agreements and representing a federal agency in labor negotiations and (3) experience providing advice and assistance through in-depth written and/or oral advice and guidance to managers and human resources professionals in administering applicable labor agreements and advising on the impact and implementation of bargaining proposals and changes impacting bargaining units.
