The role of the Broker is to assist individuals, along with their circle of support, in the development and on-going maintenance of the Self Directed Plan so that it meets the needs of the individual and remains current and eligible for Medicaid funding.


Activities include but are not limited to the following:

  • Develop and maintain the Self Directed Plan / Budget including one meeting per quarter for reviews and updates as needed.
  • Provide education, training, and support to the individual and family in implementing the Self Directed plan/budget in accordance with Medicaid and NYS standards and providing other technical supports as needed to keep the plan functioning effectively.
  • Review Self Directed expenditures, assist individual with budgeting and monitoring of the Monthly Spending Detail report.
  • Assist individual with recruiting, interviewing, hiring and retaining appropriate support staff as well as scheduling and supervising staff and back-up staff.
  • Assist individual with building and maintaining a positive circle of supports and meaningful connections in the community.
  • Develop and maintain relationships with families to ensure the success of their plan.
  • Problem-solve and proactively anticipate issues to avert crisis and/or loss of Medicaid funding.
  • Work effectively and collaboratively with other internal and external support programs in the best interest of the individual.
  • Ensure priority and/or crisis events are handled and timely documentation is compliant with Medicaid, Agency and NYS standards.
  • Establish a work environment that creates positive communication between supervisors and employees and assimilates new employees to the Center’s culture, values and mission.
  • Ensure compliance with all pertinent government and agency regulations and operating standards.


  • Bachelor’s Degree in Psychology, Sociology, Human Services or related field.
  • Minimum of one (1) year experience working with developmental disabilities.
  • Must meet and maintain OPWDD Broker training and certification requirements.
  • OPWDD Qualified Intellectual Disabilities Professional (QIDP) certification required.
  • Must have working knowledge of community resources available in the community and ability to complete necessary documentation accurately and thoroughly.
  • Outstanding written and verbal communication skills.
  • Travel is required. Must have a valid NYS driver’s license.
  • This position has regular and substantial unsupervised or unrestricted physical contact with individuals receiving services, therefore is required by the NYS Justice Center to be fingerprinted for a criminal history record check under OPWDD (Office for People with Developmental Disabilities).
  • Must possess the ability to make independent decisions when circumstances are warranted.
  • Must be able to maintain focus in a very busy work environment.
  • Must have a strong attention to detail.
  • Must be able to manage time independently, adhering to all deadlines including unexpected demands for information and/or additional assignments.
  • Must be able to work with diverse personalities, needs, wants and abilities of individuals
  • Understand the budgeting process and provide oversight on expenditures.
  • Use of good judgment based on regulatory and quality standards is required.
  • Maintain professional boundaries and confidentiality.


  • Job related tasks do not involve continuous exposure to blood, body fluids, tissue, or spills or splashes from these substances, but exposure or potential exposure may be required as a condition of employment. May have exposure to unpredictable individuals and situations when working at Kelberman Center sites.
  • OSHA Exposure Category II.


  • Certain deadlines and unanticipated developments may require work during evenings, weekends.
  • While performing the duties of the job, the employee is regularly required to talk and hear and must have fluency in the English language.
  • The employee frequently is required to stand, sit and walk and must be able to remain in a stationary position for extended periods of time.
  • Ability to climb and descend stairs.
  • Constantly operates a computer and other office productivity machinery, such as a copy machine, scanner, computer printer, etc.
