Duties/Responsibilities:
The Contractor shall perform the following duties as they relate to the ID Office:
- Review and secure all confidential information relative to personal data, investigations, and proprietary information within the ID Office.
- Compile and provide pertinent historical information to Operations Services and Law Department under the direction of the Manager with regard to confidential investigations. Relevant deliverables may include file documentation, Badge Reports, Background Screening History, Scan Reports, etc.
- Manage the ID Office staff.
- Monitor and direct ID Office activity to ensure proper and expedited processing.
- Manage the Day Pass Program to include annual reprinting of the Day Passes, daily reconciling and ensuring that Day Pass database is maintained.
- Ensure ID Card Applicant meets all Background checks, Site Orientation Trainings and OSHA requirements prior to the issuance of a World Trade Center ID Card.
- Ensure the ID application paperwork is in compliance with rules.
- Perform random periodic audits on stored and/or archived ID Applications.
- Communicate with the designated Company Issuing Officers on a regular basis to ensure compliance with established rules and federal regulations.
- Manage the Access Control / Photo ID System which includes Portable Access Control Readers, Fixed Access Control Readers, Biometric Devices, Workstations, Printers and Scanners, and any other related equipment.
- Report any abnormalities with the Lenel System and open a Help Desk Ticket.
- Print distribute on a regular basis any watch lists to the ID Office Specialists.
- Ensure the Watch List is updated to include any workers who failed their background checks or have had their ID Card revoked due to a violation.
Regarding the Approval Process, the Contractor will:
- Review new company approvals from the organization and enter the company information into the Access Control System.
- Create a Data Sheet for each new company and verify Issuing Officer Forms are complete and filed
- Create electronic files/folders for all companies and include all associated correspondence.
- Communicate with Manager directly andp rovide the following reports, and any others requested, to the Manager: Day Pass Listing, Vehicle Activity Listing, Temp Badge Listing, ID Office Specialist roster, Background Check Failure Report.
- Assist and maintain confidentiality in regard to investigations.
- Maintain and order consumables for the ID Card System (blank ID Cards, ribbons, holograms, and any related supplies)
- Recommend security solutions to the Manager regarding the ID issuance process and related systems.
- Responsible for the ID Office Specialists in regard to paperwork including vacation requests, payroll discrepancies, schedules, open ID posts announcements, etc.
Required Skills/Abilities:
- Must possess at least five years of experience managing security operations at a complex, multiuse facility.
- Have direct supervisory responsibility of badging and identification operation.
- Experience in security operations at a high throughput facility is required.
- Individual must be professional and reliable.
- Ability to support and act on behalf of the Port Authority Manager.
- Courteous, "customer-service" demeanor is required.
- Must have experience conducting interviews.
- Individual must possess excellent verbal and written communication skills
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
- Additionally, the position requires near and far vision in reading correspondence and using the computer, and acute hearing when providing phone and counter service to the public.
- Must maintain flexibility regarding job assignments, including other departments, locations, and mandatory overtime.
- Time flexibility depending on the needs of the company.
