The Business Analyst coordinates between VDOT and localities throughout the financial lifecycle of projects administered by VDOT and the localities. Duties include: Serves as support for the Northern Virginia Preliminary Engineering office for Prince William County jurisdictions. Assists the Preliminary Engineering Manager with financial coordination related to VDOT projects and supports liaison efforts with Counties/Cities/Towns on project delivery and funding related processes/transfers. Assists with public outreach including coordination, scheduling and attendance at evening public hearings/information meetings. Assists Preliminary Engineering Manager on the development of studies, projects, and funding applications. Assists with completion of project administration agreements, agreement appendix As and Bs, requests to administer (RTAs). Provides coordination and issue resolution between the localities, Project Development team, and Programming Management Team; coordinate and facilitate multiple in-house status project meetings; use VDOT's financial and project management systems to identify financial and scheduling data to process reports and for management decision-making. This is a wage/hourly position, no state benefits are provided. Familiarity with the project development process for transportation construction projects. Knowledge of locally administered project statutes and policies; state and federal funding requirements; principles of project funding, programming, financial and scheduling concepts, monitoring and reporting mechanisms. Skill in the use of computers and software applications to include PC-based financial software. Ability to gather and analyze data and apply writing skills with the ability to prepare clear and concise written correspondence and reports. Strong verbal skills with the ability to conduct and moderate effective meetings and work sessions necessary to reach consensus on a variety of complex issues. Strong listening skills and the ability to interact effectively with people and the ability to work effectively among internal and external stakeholders.
Experience with local assistance projects or related activities. Demonstrated ability to use or learn VDOT project and fiscal management tools and system software (iSYP, PAM, Cardinal, iPM Project Pool, Federal Strategy Database). Ability to work in a fast paced and complex urban environment. Experience representing an organization with private or public entities in a political setting. Educational requirements are a college degree in Business, Public Administration or related degree and/or equivalent combination of training and experience.
