In collaboration with the Legal Information Services Manager, evaluates OGC information systems and technology needs to identify gaps and develop strategic recommendations for improvements and/or new systems. Recommends long and short term strategic direction for advancing the Division in terms of technology and knowledge management. Receives technical project management assignments in the form of objectives with goals and the process by which to meet goals. Provides direction to staff according to established policies and management guidance. Recommends changes to department policies and practices. Identifies risks and responds accordingly. Provides priority-setting and work flow analysis. The Legal Operations & Business Planning unit is responsible for planning, implementation and oversight of all legal information and knowledge management programs, projects, and systems, including matter/document management, the legal records management function, law library administration and services, eDiscovery, litigation holds, legal document templates and workflows, and website maintenance.
Duties include developing and overseeing the implementation of new programs and processes, including system upgrades, validation testing, and project management. Applies skills as an experienced technical project management professional with a full understanding of project management frameworks and methods, relevant policies and procedures to resolve a wide range of issues. Demonstrates competency in selecting methods and techniques to obtain solutions. Manages projects of diverse scope, size, impact, budget and/or project team size.
OGC delivers ethical, timely, efficient, and high quality legal services to the University of California's ten campuses, five medical centers, and the Lawrence Berkeley National Laboratory, as well as to the Board of Regents, the President, Chancellors, and other officers of the University. Its services include prosecuting and defending litigation; drafting and negotiating agreements; providing advice, counsel, and interpretation of laws, regulations and policies; and assisting with development of effective compliance and risk mitigation strategies to facilitate the University's complex operations.

Duty 1: Implements the project management process in support of products and services involving departmental or cross-functional teams. Monitors and reports on project progress from initiation through delivery, including oversight of system integration, project and campus, medical center or Office of the President communications, interaction with vendors and managing risk. Creates project proposals and reports.
Duty 2: Applies professional project management, IT concepts and department/unit/UC policies and procedures to manage complex projects Microsoft OS and Office upgrades for OGC.
Duty 3: Develops strategic planning, and advocates solutions to system issues, including developing and administering new systems, policies, processes, or programs. Maintains data dictionary and administers multiple vocabularies.
Duty 4: Collaborates with departments such as IT on SSO and MFA and with external vendors to coordinate the development, implementation and monitoring of new programs and processes on behalf of OGC.
Duty 5: Performs system administrator duties for sensitive, legal-specific applications; i.e., legal records management system.
Duty 6: Assembles and directs moderate to large project teams, designs project plans and schedules, gathers and translates requirements, and monitors budget and resources. Directs the activities of the project with the goal of completing the project on schedule and within budget constraints. Supports strategic technology roadmap for Legal Operations and OGC.
Duty 7: Develops and coordinates change management and communications; formulates strategies for education and enforcement. Performs systems training and desktop support.
Duty 8: Develops and administers knowledge management program for legal
department UC systemwide (approxiimately 180 FTE).
Duty 9: Provides analyses for data, systems and resource projects working directly with all levels of managers.
Duty 10: Assumes other duties as needed.
Bachelor's degree in related area and a minimum of three years of relevant experience and/or equivalent experience/training.
Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
Working knowledge of project management principles, theories, and concepts.
Proven ability to assess campus, medical center or Office of the President needs for information technology products and design services to meet those needs.
Working knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives.
Demonstrated capacity to anticipate obstacles and plan for contingencies.
Demonstrated attention to detail. Demonstrated ability to determine relevance and prioritize tasks.
Demonstrated advanced organization and project management skills; effective skills at tracking effort and project progress.
Demonstrated competency in selecting and implementing project management methods and techniques.
Advanced knowledge of most aspects of computing and communications including hardware infrastructure, networking, software, operations and disaster recovery.
Strong database administration skills. Thorough knowledge of Microsoft operating system and MS Office applications.
Proven leadership ability. Effective problem solving skills. Demonstrated ability to present persuasive arguments for necessary but unpopular decisions.
Proven ability to use discretion and maintain confidentiality.
Master's degree in related area and/or equivalent experience training.
Experience with training on systems and presenting to a varied audience.
Expertise in legal technology space, and experience with in-house legal department.
