Graduate from US Government all source intelligence analyst course
Contract will support language-related support to assigned Department of State Regional Security Offices worldwide; specific services will include interpreting, translating transcription, validation, and summarizing. Additional support includes linguistic support to Investigations.
Graduation from a U.S. Government all source intelligence analyst course. Experience must be with the Department of Defense, Department of Homeland Security, the Federal Bureau of Investigation or an equivalent U.S. Government agency and should include training in Military Occupational Specialties 35F, 350F, 35O, 18F, other military service equivalents, or GS-0132 series.
Must be proficient in utilizing computer databases and intelligence related automated systems to support analytical efforts and product development.
Ability to provide advice, guidance, and consultation to officials with regard to the interpretation and application of analysis.
Skill in oral and written communication to prepare and present analysis, provide guidance, solicit information, defend proposals, and negotiate agreements.
Problem-solving skills and the ability to prioritize multiple and sometimes conflicting and complex tasks.
Must be able to operate as part of a team, cooperate effectively with other team members, and be mission focused.
Must be a United States citizen
Must be in good physical condition in order to perform overseas travel to high threat locations that may involve extended travel time and exposure to dangerous conditions that require use of personal protective equipment while exercising special safety precautions.
Serve as the office of Counterintelligence and Counterterrorism Vetting (CCV), Entry Level Intelligence Analyst and Diplomatic Security Identity Assurance System (DSIAS) trainer working under the guidance of Junior, Mid-Level, and Senior Identity Intelligence Analysts.
Provide analysis, research, assistance, training, and support for the vetting of local national employees and job applicants, as well as other individuals as needed, for Regional Security Offices at U.S. Embassies and Consulates worldwide.
Conduct analysis of biometric and biographic information on individuals of interest utilizing the Biometric Identity Intelligence Resource (BI2R) and other relevant databases, to determine if they pose a risk to U.S. State Department personnel or facilities.
Identify, research, and review pertinent application information for any possible threat information, and draft analysis of any threat information developed, to be provided to RSOs around the world, CCV management, and senior DS management.
Conduct in-depth all-source analysis, using traditional and non-traditional classified and unclassified sources of intelligence.
Assist Junior, Mid-Level, and Senior Identity Intelligence Analysts with ensuring that individuals who pose a potential threat to U.S. interests are added to appropriate watch lists and that information regarding these individuals is shared with Regional Security Officers in a timely manner.
Ensure compliance with laws, regulations, executive orders, and directives promulgated by Congress, the Secretary of State, and the Director of National Intelligence to achieve goals and objectives.
Answer e-mail inquiries from other offices regarding threat information. Responses should provide analysis and assessment, as necessary, and should be sent in a timeframe commensurate with the urgency of the threat.
Prepare and present oral briefings on their findings to CCV management and other DS offices as appropriate.
Assist Junior, Mid-Level, and Senior Identity Intelligence Analysts with providing training on the Diplomatic Security Identity Assurance System (DSIAS) to students attending the Basic RSO, RSO In Service, Assistant Regional Security Officer- Investigations, the Foreign Service National Investigator, and Foreign Service National Investigator In Service training classes at the Diplomatic Security Training Center.
Assist Junior, Mid-Level, and Senior Identity Intelligence Analysts with briefing DS Agents who are transferring to posts with DSIAS on the DSIAS system and the overall DS vetting program.
Participate in foreign travel for the purpose of deploying DSIAS to new locations at U.S. Embassies and Consulates. This duty includes providing training to Foreign Service
National Investigators on DSIAS and conducting mass enrollments of locally employed staff into DSIAS.
Provide analytical support for the conduct of polygraph examinations as required by RSO SOPs.
Perform Temporary Duty at any RSO Office world-wide to provide intelligence analysis support to the RSO mission of vetting locally engaged staff employees and job applicants.
Utilize DSIAS to biometrically enroll locally employed staff and job applicants at U.S. Embassies and Consulates world-wide.
Undertake any other auxiliary duties as assigned to support the DS/ICI/CCV mission.
Ensures the proper storage and maintenance of accumulated data (classified any unclassified).
