The Office of Asset Management Department (OAM) within Pinellas County Government provides support services to County departments that operate, preserve, invest and optimize physical assets in a manner that aligns with the Board of County Commissioners’ Strategic Plan in furtherance of our vision to be the Standard for Public Service in America.

In addition to coordinating the day-to-day operations of the OAM, the OAM Program Manager will be responsible for supporting ongoing initiatives within 5 operational departments (Public Works, Solid Waste, Parks and Conservation Resources, Utilities, Real Estate Management) and ensuring alignment with the County Strategic plan, Asset Management policy, and ISO 55000 framework. Additional responsibilities include oversight of the County Enterprise Asset Management program administration, plan development and maintenance, department specific software integrations, complex data and spatial analytics, and reporting. This individual will ensure enterprise alignment to global workflows, identify workflow inefficiencies and implements improvements. Coordination of enterprise-wide GIS requirements, including development and implementation support are also included. As a technical SME in the field of asset management, the OAM Program Manager will assist to define training needs and curriculum relating to asset management methodologies, development and maintenance of new global configurations, data analysis techniques, and criticality analysis for the various operations Depts. for use with Cityworks and ArcGIS software. In addition to working with the Department Director and technical teams to enhance software tools and future technologies relating to asset management, the OAM Program Manager will also provide support, guidance, recommendations and coordination on budget development, program funding, key performance indicators and resource requirements.

Position Specific Qualifications

7 years technical, administrative, and programmatic operational experience assisting in the planning and directing of complex support services and operations including 2 years’ experience within a civil or architectural infrastructure asset management role, that includes lead worker, supervision, or supervisory training; or
Associate’s degree and 5 years technical, administrative, and programmatic operational experience assisting in the planning and directing of complex support services and operations including 2 years’ experience within an asset management role, that includes lead worker, supervision, or supervisory training; or
Bachelor’s degree and 3 years technical, administrative, and programmatic operational experience assisting in the planning and directing of complex support services and operations including 2 years’ experience within an asset management role, that includes lead worker, supervision, or supervisory training; or
Master’s Degree and 1 years technical, administrative, and programmatic operational experience assisting in the planning and directing of complex support services and operations including 1 years’ experience within an asset management role, that includes lead worker, supervision, or supervisory training; or
An equivalent combination of education, training, and/or experience.
Additional Requirements

Incumbent must secure and continually maintain a valid Institute of Asset Management (IAM) Certification within 12 months of hire.
Possess and maintain a valid Florida Driver’s License.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable

Infrastructure Asset Management Program experience
ISO 55000 Certification or knowledge of ISO 55000 Asset Management process and systems;
PMP Certification or project management experience relating to the design, construction, and/or maintenance of civil or architectural infrastructure projects.
Experience with GIS and Work Management Systems, such as ArcGIS, Azteca’s Cityworks, etc.

Supervises subordinate professional, supervisory, technical personnel engaged in enterprise asset management development, data management, data reporting, and other administrative responsibilities.
Responsible for interviewing, hiring, training and evaluating subordinate staff personnel.

Coordinates ISO55000 conformance and adoption within the enterprise.
Supervises and participates in the collection and analysis of information pertaining to asset management processes and systems; prepares reports recommending solutions or courses of action.
Plans, directs, implements and supports the automation of office systems, procedures, programs and equipment; evaluates office automation systems and equipment needs; coordinates with other department personnel regarding hardware and software needs; coordinates installation and operation of same.
Coordinates and provides intra and interdepartmental liaison functions.
Coordinates personnel activities for assigned department.
Acts for department head, as delegated, at meetings, conferences and in administrative matters.
Performs related work as assigned or required.
