The Louisiana Public Health Institute (LPHI), a leading public health institute known for both its preventative and responsive portfolios of work, supports the health of communities across Louisiana and the Gulf Coast region by partnering with state and federal government agencies, universities, foundations, and local partners to implement evidence-based population health initiatives. In addition to serving as a convener and thought leader, LPHI works as a health accelerator to catalyze the potential of the organizations and communities it serves across the Gulf Coast region. LPHI is known for its diverse portfolio of work to advance behavioral health, clinical transformation, healthy communities, health services research, HIV/STIs, family health, tobacco prevention and control and has been recognized nationally for its disaster response work after Hurricane Katrina and the BP Oil spill.

Under the leadership of Joe Kimbrell, LPHI’s Founder and Chief Executive Officer, the organization has made significant contributions to support the health of communities in Louisiana and across the Gulf Coast region. The organization is now at a pivotal moment, building on two decades remarkable work and is poised to welcome a new CEO who will usher in an exciting new era and build on its success and expertise.

The new CEO will be a senior executive with public health expertise and previous experience working in the Gulf region. S/he should be poised to take on a range of opportunities and challenges, including: articulating and advancing the strategic direction of the organization to support the health of communities in the region, leveraging strategic relationships with funders, government agencies, and nonprofit organizations, expanding and deepening relationships with communities across Louisiana, and strengthening internal organizational infrastructure to support ongoing excellence through a period of change. This is an extraordinary opportunity for a chief executive to lead an established and respected organization in its mission to support the health of communities in Louisiana and across the Gulf Coast region.

With a $16 million annual budget and a talented, multidisciplinary staff of 65, the Louisiana Public Health Institute (LPHI) supports the health of communities across Louisiana and the Gulf Coast region by partnering with state and federal government agencies, universities, foundations, and local partners to implement evidence-based population health initiatives. To accomplish its bold mission, LPHI serves as a convener and thought leader to a variety of stakeholders and partners through its programmatic and policy work to create systems and environments that support the health of its communities. LPHI also works as a health accelerator to coordinate social, human, financial, and information resources and works to catalyze the potential of the organizations and communities it serves. By enhancing capacity, LPHI believes it can aid organizations in bringing lasting change through solutions that influence decision makers to shape policy and drive progress toward better health and health equity locally and nationally.

LPHI has also been a critical leader in coordinating emergency response strategies in the region, particularly following Hurricane Katrina where LPHI helped create a distributed network of high-quality primary care centers by effectively administering the $100 million federal Primary Care Access and Stabilization Grant (PCASG). The New Orleans area had the highest concentration of NCQA-recognized Patient Centered Medical Homes in the country due to this effort, and LPHI was awarded the National Health Award by NCQA in 2010 for its contributions to these achievements. Additionally, LPHI coordinated the Gulf Region Health Outreach Program (GRHOP) - Primary Care Capacity Project (PCCP), a $46 million program to expand access to integrated, high quality, sustainable, community-based primary care in Deepwater Horizon oil spill impacted communities in four states – Louisiana, Mississippi, Alabama and Florida. The program was part of a regional health partnership across the four states to improve capacity and infrastructure for delivering high quality, high value healthcare.

Through a multi-sector approach, LPHI’s work supports the following focus areas:

Behavioral Health: LPHI connects Federally Qualified Health Centers, community behavioral health agencies, social service organizations, school-based health centers, and governmental partners across the Gulf South to provide technical assistance, trauma informed care best practices, and various learning opportunities. Additionally, it strives to inform local and state behavioral health policy by providing policy makers and community leaders with data-informed patient-centered research and practices.
Clinical Transformation: LPHI brings a unique approach to clinical transformation, combining skilled practice coaches with extensive clinical expertise in factors that influence patient health outcomes and healthcare costs. With decades of experience helping healthcare organizations transform their operations to provide quality, patient-centered care, LPHI is a valued partner in achieving better care, smarter spending and healthier people. LPHI works to support models that integrate behavioral health, social services and community-oriented public health as well as advance quality, integrated primary care practices in communities to improve patient experience, reduce costs, improve quality of care and engage communities.
Healthy Communities: LPHI’s Healthy Communities focus area connects organizations, neighborhoods and research providers to build and sustain civic partnerships that address the social, economic and political factors that impact health. These purpose-driven collaborations give neighborhoods stronger political voices and the evidence-based information needed to advance health equity in their communities. The team focuses on an integrated, cyclical approach that includes: outreach to convene key partners to identify important issues or concerns; research designs to inform solutions; information dissemination to enhance momentum and problem-solving efforts; technical assistance offerings for capacity enhancement/program development; and outcome-based evaluation and reporting.
Health Services Research: LPHI’s Health Services Research focus area aims to develop an integrated and innovative informatics, research, and engagement infrastructure (technology, standards of practice, streamlined regulatory mechanisms) that promotes partnerships in health services research to generate evidence to help achieve health for all and to promote the translation and dissemination of this evidence through active partnerships with individuals, patients, community, health systems, academia and others. Innovative patient engagement strategies in current research and training the next generation of clinicians and healthcare providers in patient engagement and patient centered care is integral in reaching LPHI’s mission of aligning action for health.
HIV/STI: In 2011, the Louisiana Community AIDS Partnership transitioned to become LPHI’s HIV/STI team, moving away from the Challenge Grant Program to the inclusion of other STIs and more focused collaborative efforts aligned with the National HIV/AIDS Strategy (NHAS). The HIV/STI team works to stop the spread of HIV and other STIs and improve the health and quality of life of individuals living with and vulnerable to HIV/STIs in Louisiana. This is accomplished by collaborating with other individuals, providers, community-based organizations, and other agencies to improve how HIV/STI care is delivered; expanding services for HIV/STIs; educating the public and policy makers about HIV/STIs and new approaches to prevent them; and finally, by breaking down the barriers that prevent people from getting routine care.
Family Health: LPHI’s Family Health Portfolio works to ensure the health and well-being of Louisiana’s women, children, adolescents, and families through building and supporting strong community networks to expand access to high quality health care and education. These programs support whole-person health care through building community capacity around primary care, behavioral health, reproductive and sexual health services and social services. Additionally, the portfolio works to improve access to high quality sexual health education for young people. The portfolio supports policy and advocacy efforts to promote the ability of Louisiana’s families—in each and every formation—to thrive.
Tobacco Prevention and Control: Tobacco Prevention and Control evaluates and implements tobacco control initiatives that reduce and prevent tobacco use, as well as eliminate exposure to secondhand smoke, to help Louisianians lead healthier lives. By supporting tobacco-free and smoke-free policies at the organizational, municipal, parish and state level, The Louisiana Campaign for Tobacco-Free Living (TFL) has been able to make great strides in creating tobacco-free and smoke-free environments and workplaces across the state, including eliminating smoking in bars and restaurants in New Orleans.
LPHI plays a critical role in building the capacity and infrastructure of its partners and clients, including non-profit organizations, community organizations, foundations, government agencies, and academic institutions, by offering a diverse range of technical assistance and services, that include:

Communications. LPHI develops and implements strategic campaigns designed to influence collective action and promote positive health behaviors. By working with LPHI’s Evaluation and Research team to provide formative research and evaluation for projects, LPHI delivers informed, compelling solutions to complex health communications challenges.
Evaluation and Research. LPHI provides high-quality information for evidence-based decision making for a wide variety of stakeholders ranging from government agencies at federal, state and local levels to community-based organizations, health providers, foundations and businesses. Building the evaluation capacity of partner program partners is integral to LPHI’s approach.
Information Technology Services. LPHI plans, designs, and enables a wide array of complex systems and solutions supporting more than 30 programs spanning several different public health initiatives. ITS has cultivated strong relationships with communities and partnering organizations throughout the Gulf Coast to develop its expertise in the areas of Technology Infrastructure, Health Information Technology and Health Information Exchange (HIT/HIE), Application Development and Data Services.
Policy Research and Development. LPHI conducts policy and public health research to assist decision makers in shaping evidence-based policy and driving progress towards health equity locally and nationally.
Program Design and Implementation. LPHI designs and implements innovative programs and building partnerships for health initiatives at the local, state, and national levels to achieve mission-driven outcomes.

Having announced his retirement, the organization is now at a pivotal moment, poised to welcome a new CEO who will usher in an exciting new era and build on its success and expertise.

The new CEO will join a highly respected, dedicated, and talented team of professionals and a committed board and can expect to engage the following core challenges and opportunities:

Articulate and advance the strategic direction of LPHI to support the health of communities in the region.

The new CEO will work in partnership with the board and staff to both continue LPHI’s strong leadership in current key program areas while leading the development of innovative strategies that advance LPHI’s long term vision of improved health across the region. S/he will analyze, assess, and map the evolving health landscape, identifying emerging areas where LPHI can be most effective, and develop a compelling and comprehensive forward-thinking agenda that is coordinated and integrated with partner organizations, government, and community stakeholders and is informed by national trends and best practices in the field of public health.

Leverage strategic relationships with funders, government agencies, and other nonprofit organizations.

The new CEO will continue to position LPHI as a trusted, thoughtful convener, creating opportunities for a variety of cross sector stakeholders to come together and explore ways to advance health for people across the region. S/he will also expand LPHI’s funding base by nurturing relationships with a wide variety of funders, locally and nationally, that align with LPHI’s mission and vision and that foster long term sustainable partnerships. S/he will test and expand new business models and revenue streams that leverage LPHI’s unique work across public health, health systems, and data infrastructure to advance the field and diversify the organization’s funding streams.

Expand and deepen relationships with communities across the state.

The new CEO will work to strengthen relationships with communities most impacted by the social determinants of health to ensure that LPHI’s work is responsive to their unique needs and contexts. Additionally, the CEO will champion and support efforts to promote health equity by assuring that the organization embeds a health equity lens into all aspects of work. S/he will assess LPHI’s geographic footprint, identifying and assessing the opportunities for expanded work across the state and southern gulf coast.

Strengthen internal organizational infrastructure to support ongoing excellence through a period of change.

The new CEO will develop a culture of leadership and inspire staff to carry out the mission of the organization. S/he will mentor and empower LPHI staff across the organization through continued support of a culture of ongoing professional development, team work, mutual accountability, and commitment to the mission. S/he will continually improve services and internal systems and monitor their effectiveness in meeting the organization’s mission balanced by responsible fiscal management. Finally, the CEO will maintain a strong, positive, and transparent working relationship with the Board and identify opportunities for strengthened governance and broader diversity on the board.

While no one candidate will embody all the qualifications enumerated below, the ideal candidate will possess many of the following professional and personal abilities, attributes, and experiences:

A minimum of 10 years of experience in senior leadership roles in public health, health policy, social services, or related fields; an advanced degree is required;
Demonstrated knowledge and experience in public health and health policy, with a sophisticated understanding of the current national, state, and local policy issues and trends in the field of public health; broad experience in planning, organizing, and managing health-related organizations with a policy and research focus;
Proven financial, organizational, and personnel management skills to inspire and lead a motivated, engaged, and highly capable team; experience collaborating with and leveraging a talented board;
A proven fundraiser with the ability to build lasting, fruitful partnerships with a wide spectrum of funders; record of delivering results on time and on budget;
Creative and entrepreneurial thinker who can identify opportunities to diversify revenue streams by connecting proven organizational strength to needs in the field;
A demonstrated ability to build strong professional relationships and connect diverse stakeholders with LPHI’s work; experience leading large multi-stakeholder, multi-disciplinary initiatives;
Familiarity with the Gulf South region, its history, communities, and culture and the unique dynamic of improving public health in the region; flexibility and sensitivity necessary to work effectively in a wide variety of geographic, political, and cultural settings;
Ambassadorial and authentic leadership style and compelling executive presence; excellent oral and written communication skills and a strong external presence; ability to communicate with and gain the confidence of people from a variety of sectors and settings;
Dedicated to data-driven decision making and evidence-based approaches to inform decisions and improve systems;
High emotional intelligence with an engaging and accessible style that builds trust and confidence across diverse team cultures and priorities;
A healthy sense of humor and appreciation for the creativity, fun, and inspiration that can accompany work in a mission-focused environment.
Ability to travel at least 15% of the time to funders, state-level, and national meetings.
