The Program Analyst will provide project planning, project documentation, administrative and meeting support, schedule management, contract administration, budget and cost analysis, release and assessment and authorization support.
Track and report Agile development project schedule and progress against plan (burn down charts, sprint progress, etc.)
Assist with managing Enterprise Program Management Division (EPMD) and Veterans-Focused Integration Process (VIP) Dashboard data requirements
Prepare for and manage VIP artifacts required Critical Decision review meetings
Provide meeting facilitation support, to include sprint reviews, and manage meeting (agenda, minutes, and action items) and review outputs
Oversee sprint approval process, ensuring all necessary documentation provided by development team is available
Provide requirements management, release planning support, and ad hoc data/reporting requests
Provide configuration and risk management support
Extract data from source tools, compiling graphic representations, charts, statistical and financial tables, and narrative into reports suitable for distribution to senior client leaders
Provide input to measure project performance based on given criteria
Perform qualitative and quantitative assessments and clearly articulate outcome and opportunities for improvement and recommendation for immediate, mid-term or long term implementation
Assist in developing and managing project timelines following Agile
Provide input and weekly updates to project schedule and integrated master schedule
Manage project activities and artifacts required in support of Release Readiness Review and Production Readiness
Facilitate and prepare meetings including agendas, minutes and action item tracking
Mentor and coach Program Analyst team members
Minimum Bachelor’s Degree in a business discipline, Master’s Degree preferred
Additional 10 years of relevant experience may be substituted for Bachelor’s degree
Subject Matter Expert for VA’s VIP IT project management and governance process
Strong understanding and experience with Rational Tools Suite (ClearCase, RequisitePro, TestManager, etc.)
Experience managing medium to large project schedules in MS Project, Oracle Primavera, or other enterprise-level Project Management software
Ability to perform research, analysis, and risk management in a team environment
Strong analytical skills with keen attention to detail
Excellent verbal and written communication skills
