IBTS’ organizational structure includes regional offices with cross-business objectives led by a regional director. The Director for the Puerto Rico Region will be talented in running a business unit and will be a visionary, business savvy, entrepreneurial leader who collaborates with all corporate leaders, Board of Directors Appointing Organizations, and clients to market IBTS services, enhance the IBTS brand, and create demand for nonprofit public-private-partnerships (NP3).
Summary of Responsibilities:
The Director will be responsible for operations and business development in the Puerto Rico Region and will report to the Chief Operating Officer (COO) for operations and to the Chief Development Officer, (CDO) for business development.
Under the direction of the COO, the Director will lead all Puerto Rico-based projects. Additionally, the Director will be responsible for service delivery quality while meeting revenue and asset gain targets. Other duties include client satisfaction, staff development, risk management, collections, compliance, and coordination with headquarters-based functions.
Under the direction of the CDO, the Director is expected to expand business, clients, and services in the Commonwealth of Puerto Rico and surrounding areas in alignment with IBTS’ business objectives and strategic plan. Additionally, the Director is expected to develop a pipeline of qualified opportunities resulting in bids, proposals, and approved budgets, and to initiate marketing communications and outreach.
The Director will be responsible for creating a positive work environment, gaining a full understanding of IBTS corporate services and operations, building staff and client loyalties, and practicing professional, ethical, team-based approaches that are compatible with IBTS’ culture and values.
IBTS has established an office in San Juan. The Director will supervise a team of project managers, subject matter experts (SMEs), field staff, subcontractors, and consultants. Staff headcount is expected to increase across Puerto Rico including direct-hire employees, consultants, and current IBTS mainland staff.
In conjunction with IBTS Executives, the Director will work collaboratively with IBTS’ five Board appointing associations to enhance IBTS service delivery.
Bachelor’s degree in a related field (such as Engineering, Construction Management, Policy, Economics, Architecture). Master’s or other advanced degree preferred.
Minimum of 15 years of progressive responsibility with minimum of five years of supervisory experience.
Relevant work experience in the public sector and/or contracting/consulting environment.
Extensive experience in some or all of the following: construction, disaster recovery, building department services, and municipal services.
Extensive experience in selling and delivering services to federal, Commonwealth, state, and/or local government; knowledge and experience with public-sector procurement is highly desired.
Strong Financial and Business Analysis skills.
Familiarity with Puerto Rican laws, regulations, business practices, and governance.
Excellent verbal and written communication skills.
Strong Spanish communication skills highly preferred.
Flexibility to travel as necessary.
Quality assurance knowledge and certifications are preferred.
