The Federal Reserve Banks’ Fedwire® Securities Service is an electronic central securities depository (CSD), maintaining 1.3 million securities with a par value of $85 trillion at the end of 2018. It is also a real-time gross securities settlement system (SSS) that in 2018 processed on average $1.4 trillion of transfers every business day. The Service supports 18 domestic and international organizations in the issuance of new securities and the payment of principal and interest on outstanding securities, including the U.S. Treasury, Fannie Mae, Freddie Mac, and Ginnie Mae. The Service also provides securities account maintenance, transfer, and delivery-versus-payment settlement services to the issuers and approximately 3,830 depository institution customers as of year-end 2018. Its goal is to foster the integrity, efficiency, and accessibility of U.S. wholesale payments and settlement systems in support of financial stability and economic growth.
The Wholesale Product Office (WPO) at the Federal Reserve Bank of New York is the central office responsible for product management, oversight, and coordination of the Fedwire Funds Service, Fedwire Securities Service, and National Settlement Service, collectively known as the Wholesale Services. The Fedwire Securities staff seeks an analyst to provide analytical and project support to the Fedwire Securities Service. The Fedwire Securities staff is located both in New York and Kansas City, with staff located in Kansas City reporting to leadership in New York through a matrix management structure.
Build subject matter expertise to lead or provide business support for initiatives and projects related to enhancing the Fedwire Securities Service,
Serve as the business lead to support the end-to-end product management life cycle for various business initiatives, including leading teams to write clear, concise and comprehensive business requirements, reviewing business design documents, establishing customer testing requirements, drafting customer communications, and coordinating implementation activities.
Participate in effort to revamp the cost allocation framework as well as pricing strategies, and review related data collected to ensure the Service meets its cost recovery mandate.
Participate in analytical endeavors aimed at identifying trends, understanding impact on Fedwire Securities volumes driven by industry developments or policy changes.
Collaborate with operations, technology, legal, finance, and other stakeholders to develop or revise detailed policy and procedure documents, including specification and change control for critical models.
Create and monitor dashboards for tracking activity and trends across product lines.
Provide recommendations to department and WPO management, related to projects, functions, and processes.
Provide administrative and logistical support for industry meetings.
Bachelor degree from an accredited college or university in finance, economics, public policy, or a related discipline or a combination of directly related education and experience.
Five to ten years of experience in financial services, financial market infrastructures, or the wholesale payment and securities settlement industry.
An understanding of the Fedwire Services and U.S. financial services systems, with knowledge of marketable securities preferred but not necessary.
Results and goal oriented with a proven ability to demonstrate leadership skills and sound judgment, think strategically, assimilate new information quickly, and take initiative.
Background compiling and analyzing data for decision making including the ability to produce high level qualitative reports.
Ability to work independently in a remote team environment and to proactively identify product opportunities that arise related to business trends and market developments.
Strong verbal and written communication and presentation skills, including the ability to clearly and effectively deliver messages to a wide variety of audiences, including executive management, lead discussions, and reach workable business solutions.
Strong analytical and problem solving skills with proven ability to create proposals, analyze issues, draw conclusions, and provide clear, concise and accurate management summaries.
Innovative mind-set where assumptions and conventional thinking/practice are questioned to continuously improve processes.
Strong project management skills to include organization, planning, and execution with the ability to manage various tasks simultaneously and work under tight deadlines with conflicting priorities, while providing high quality products.
Strong collaboration skills with teams.
Excellent relationship management skills including the ability to influence and build consensus and to work effectively in both a local and remote team environment.
Proficient computer skills, including MS Office suite such as: Visio, Excel, Word, Access, Power Point.
Exposure to large databases, statistical and data visualization packages (e.g., SAS, SPSS, E-Views, Stat, Tableau, etc.) a plus.
This position has additional screening requirements due to the information accessed while performing the job. These additional screenings would be initiated at the time of offer acceptance and can take up to a couple of months to be completed.
