Responsible for leadership in support of the overall business plan and strategic direction of the organization, specifically in the areas of compensation, benefits and absence programs, ensuring that the company is in full compliance with applicable laws and regulations. In addition, the position works closely with the HR Division Manager in developing, implementing, and evaluating ongoing HR policies, programs, functions, and activities.
Develops and administers company benefit and compensation programs at all company locations.
Responsible for direct or functional control over wage and salary administration programs, including all incentive plans.
Responsible for keeping abreast of trends and developments in the area of employee benefits and recommending the nature and timing of benefit plan changes.
Supervises specialists in compensation and benefits areas.
Reviews and analyzes changes to state and federal laws pertaining to benefits and compensation, and reports necessary or suggested changes to management.
Supervises the selection of new benefit plan vendors and consultants; finalizes contracts; and the ongoing administration of those contracts/agreements.
Ensures changes to benefit plans are communicated to employees using meetings, materials, booklets, and other media as appropriate.
Provides advice and counsel to employees, retirees and management on all benefit related issues.
Prepares and executes, with legal consultation, benefit documentation such as Summary Plan Descriptions, plan documents and amendments, Summary of Material Modifications, and insurance policies as needed.
Assures compliance with provisions of the Employee Retirement Income Security Act, preparation of reports and applications required by law to be filed with federal and state agencies such as the Internal Revenue Service, the Department of Labor, insurance commissioners, and other regulatory agencies.
Assures compliance with all provisions of MSTS’s benefit plan documents, Summary Plan Descriptions and Appendix A and Section H of MSTS’s contract with National Nuclear Security Administration (NNSA).
Monitors the effectiveness of existing compensation policies, guidelines, and procedures recommending plan revision as well as new plans that are cost effective and consistent with compensation trends and corporate objectives; coordinates implementation and provides guidance to staff.
Plans, develops, and implements new and revised compensation programs, policies and procedures in order to be responsive to the company's goals and competitive practices.
Assures compensation programs are consistently administered in compliance with company policies and government regulations.
Manages the administration of direct compensation (executive, exempt and nonexempt incentive compensation programs) including the processing, recording, and reporting of compensation-related actions taken on non-bargaining employees.
Supervises the participation in and conduct of both exempt and nonexempt salary surveys to ensure company compensation objectives are achieved.
Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting compensation and benefits management.
Identify trends that could influence organizational objectives and/or operational resources.
Provides advice to staff on pay decisions, policy and guideline interpretation and job evaluation including the design of creative solutions to specific compensation-related programs.
Accomplish Company objectives by managing staff; planning and evaluating department activities.
Maintain staff by recruiting, selecting, orienting, and training employees; maintain a safe, secure, and legal work environment; develop personal growth opportunities.
Accomplish staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
Due to the nature of our work, US Citizenship is required for all positions.
Bachelor's degree in Human Resource Management or equivalent training and experience, plus a minimum of 14 years' of related and progressively responsible experience or any appropriate combination of education and experience that provided skills to strategically and tactically evaluate and implement sophisticated compensation and benefits related programs and initiatives.
Ability to work with a variety of organizational leadership to build consensus around HR strategy and tactics.
Must have the ability to bring immediate credibility to the human resources function through his/her professional qualifications and leadership skills as well as project the highest levels of integrity.
Knowledge of government regulations as they apply to employee benefits and base and incentive compensation programs, company policies and operations is required.
Superior interpersonal communication and presentation skills as well as proven organizational skills are required.
Travel as appropriate to implement strategic Human Resources initiatives.
E-Business Suite (EBS) certification desirable.
Professional Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification desirable.
Certified Compensation Professional (CCP) or Certified Benefits Professional (CBP) certification desirable.

Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.
