Description

I) Job Purpose

To ensure high reliability and availability of both centralized and distributed multi-user computer systems. Provide technical and systems expertise in support of the planning, implementation and utilization of the agency-wide multi-user computing resources. Responsible for optimum system utilization and for maintaining the operating systems at the approved version level. Develop and maintain operating records on system performance and production. This includes system upgrades, system documentation, daily administration, and problem resolution as well as assisting staff and users in problem resolution, as needed, relating to hardware, software, and communication issues. This position will lead the design, planning and execution of infrastructure to support new applications and technologies. Responsible for the management and maintenance of the AIX/UNIX, Microsoft Servers, and Linux.

II) Essential Functions

A) Coordinate and ensure agency-wide multi-user computing systems are well managed/administered to provide required services. Develop and maintain operational procedures, system documentation and connectivity diagrams and documentation.

Meets SLA of 98% system uptime
Documentation is current to 100% of the time
System configuration is current 100% of the time

B) Controls and monitors the operation of a large-scale computer system. Sets controls on computer and peripheral equipment for integrated operations in accordance with written and verbal instructions. Installs and supports AIX/UNIX hardware and software. Installs, configures, and supports Microsoft desktop server and infrastructure hardware and software. Contact vendors as necessary to resolve problems.

Performance Requirement(s):
Meets SLA of 98% system uptime due to operational problems
Meets SLA of 98% system uptime on AIX/UNIX server
Meets SLA of 87% system uptime in the Microsoft server and network environment

C) Assists in the development of budget for purchasing, upgrading and maintaining multi-user computer systems. Conducts studies of projected enhancements in hardware and software, and proposes recommendations to management.

D) Manages peripheral equipment. Assists in collection and distribution of user information. Administration of network printing on the AIX/UNIX platform and Microsoft server platform

On time delivery of reporting as based on system availability

E) Plans and schedules machine runs and other data processing operations. Assist in the training of new employees and in instructions concerning new procedures.

F) Maintain operating systems, system logs, system load evaluation, and reports of activity. Implement hardware and software upgrades to operating systems and applications. Develop and maintain documentation for the servers, operational procedures, network topology, and hardware inventory.

Performance Requirement(s):
Mean time between network failures is limited
Less than 5% errors experience after a hardware or software upgrade
Thoroughness of the upgrade plan, which results in 98% uptime
Timeliness of delivery of the upgrade or new documentation to affected user prior to installation
100% accuracy of the network hardware and software inventory

G) Develops and conducts training sessions for new and established users on the operational aspects of server computer technology and changes to software.

Performance Requirement(s):
Quality of training and training material provided as demonstrated by 90% satisfaction surveys

H) Responsible for leading the development of the server plan, for server capacity planning, and for research and planning for future expansion and reconfiguration of new and existing computing facilities. Budget evaluation, recommendation and purchasing for both software and hardware.

I) Responsible for status reporting of assigned tasks to the Director of I.T Operations on a weekly basis.

J) May assign and/or supervise the work of other System Engineer and System Administrators.

Independent judgment regarding operational activities and directions is expected
Ability to recommend hiring and employee actions, interviews, performance appraisal, and budged review and recommendations
K) Perform any tasks necessary to support the goals and objectives of MHMR.

III) Knowledge of Laws, Policies/Procedures, Skills and Abilities

Thorough knowledge of basic computer sciences and applied skills and abilities for:
Performing typical advanced server and network administration skills, including upgrades and maintenance of hardware, operating systems
Administering server directory structure authentications, permissions and shares
Administering access rights and maintaining database performance
Demonstrated knowledge in user administration, firewall and router configuration, Microsoft Office suite support, Windows Servers, UNIX, Cisco switches and routers
Strong working experience with Dell enterprise servers
Experience with cabling systems, hubs and routers
Thorough knowledge of basic computer sciences and applied skills and abilities for: performing typical advanced server and network administration skills, including upgrades and maintenance of hardware, operating systems, LAN/WAN, DNS, TCPIP, WINS, DHCP and IIS support function.
Experience in building vendor relationships
Network terminal server, bridges, and operational devices of associated with specialized hardware and software
Diagnosing and resolving LAN problems
Setting up and rebuilding clients
Administering server directory structure authentications, permissions and shares
Administering access rights and maintaining database performance
Creating, developing and maintaining Intranet Web sites
Resolving Help Desk issues
Demonstrated knowledge in user administration, firewall and router configuration, Microsoft Office suite support, Windows Servers and Desktop Operating systems, UNIX, Exchange management and administrative and system utilities, Cisco switches and routers.
Knowledge and experience in connectivity and communications protocols a plus
Maintain confidentiality.
Self-starter who is able to work online or offline hours with minimal or no supervision.
Able to work as a team member to advise and resolve IT issues
Working knowledge of health care and information systems

Minimum Requirements

Required Education

Bachelor’s Degree

Computer Science or related field

Substitutions

Experience for education totaling 10 years’ experience

Required Experience

Computer related in MS Windows plus UNIX

Defined Experience

10 years’ experience in computer related in Microsoft Servers plus UNIX

Required License

Valid Texas driver’s license with an acceptable driving record.

Must provide license (if applicable) and official documentation of all educational attainment i.e. Transcript/Degree/Certificate
