Location: Administrative Offices, 9601 Capital Lane, Largo, MD 20747.

Schedule: Monday – Friday; 8:30am – 5pm.

Closing Date: Application, resume and skills assessment must be received by June 4, 2018.

Job Summary: Responsible for the preparation and processing of biweekly payroll for over 300 employees. Provides a wide range of administrative and clerical duties to support the payroll and compensation process. Supports Human Resources activities and communicates payroll policies and procedures to library staff.

Essential Functions:

Prepare and process biweekly payroll.
Audit employee timecards.
Create and reconcile post payroll reports such as state retirement and union dues.
Coordinate employee leaves of absence under FMLA, worker's comp or other leaves.
Communicate with supervisors about timekeeping policies and deadlines.
Communicate payroll policies and procedures to library employees and resolve issues.
Create payroll reports and spreadsheets for executive staff.
Coordinate payroll process changes with vendors.
Maintain direct deposit and payroll process databases.
Conduct training sessions for new hires to explain payroll policies and procedures.
Performs routine data entry as needed.
Creates and maintains employee files and department records appropriately.
Acts as an ambassador and advocate for the library.
Attends meetings, trainings, and workshops as assigned.
Assists with special projects as required.
Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:
The employee is expected to perform or possess the following:
Ability to gain working knowledge of Prince George’s County Memorial Library System’s practices, policies and procedures.
Ability to act as a representative of Prince George’s County Memorial Library System’s to the public.
Thorough knowledge of established human resources and payroll practices and procedures required.
Strong knowledge of payroll taxes and ERISA, HIPPA, FMLA, Workers’ Compensation, FLSA and ADA.
Thorough knowledge of state and federal laws pertaining to payroll.
Knowledge of established library practices and procedures preferred.
High attention to detail and accuracy a must.
Strong communication and customer service skills.
Strong organization and problem solving skills.
Ability to work independently.
Ability to operate relevant computer systems including hardware and software, such as Microsoft Office Suite, electronic databases, e-mail, and internet navigation in addition to other office equipment and security systems.

Education and Experience:
Associates degree or two-years of formal training beyond high school required.
Three years of experience using automated payroll software required.
Advanced experience using Microsoft Excel.
Union experience a plus.

Physical and Environmental Conditions:
Work is conducted in a normal office setting which provides comfortable lighting, temperature and air conditions. Occasional light lifting, such as three to four reams of paper, four or five books, or other materials (up to 20 pounds) may be required.

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g. use of safe work place practices with office equipment, and/or avoidance of trips and falls and observance of fire regulations.
