The University mission is to establish Colorado State University-Pueblo as the people's university of the southwest United States by 2028.
To support the University mission, the Human Resources Department carries out functions in the areas of benefits administration, job evaluation and compensation, workers' compensation, recruitment and selection, consulting and training, and personnel rules development and interpretation. This unit provides guidance to the campus community on all personnel-related matters including performance management, grievances and appeals, and all other areas of Human Resources.
Description of Job
The Employment Specialist is responsible for the employment cycle process for full- and part-time support of Administrative Professional, Classified, and Faculty (as needed) positions, including posting vacancy announcements using the applicant tracking system (presently NEOGov), approval of search committees, confirming applicants minimum qualification requirements, approving interview pools and reference questions, processing reference checks, and extending job offers. The Employment Specialist also assists in preparing staffing plans and compensation studies, monitors open positions, conducts search and screen related training sessions, and serves as system administrator for the applicant tracking system.
The Employment Specialist is also responsible for onboarding oversight to ensure necessary paperwork is completed and for maintenance of Classified staff benefits.
Recruitment and selection processes:
Responsible for the full recruitment and selection cycle for full- and part-time Classified and non-Classified (e.g. faculty and professional staff) positions including:
Manages the full hiring process and candidate communications through NEOGov.
Determines appropriate recruitment strategies.
Conducts job analyses.
Develops and publishes job announcements.
Reviews applications for minimum qualifications.
Recommends and reviews candidate rating formats and offers direction on rating strategies.
Completes referral processes (candidate movement) in NEOGov.
Reviews interview and reference questions and guides individuals on appropriate interview questions and process.
Responds to hiring manager, search and screen committee, and candidate inquiries.
Responds to applicant appeals (Classified only).
Search and screen policies and procedures:
Reviews and communicates proper policy and procedure for selection.
Informs and advises applicants, employees, supervisors, and managers in the areas of State Personnel Rules and Procedures, HR functions, and CSU-Pueblo policies and procedures.
Provides guidance and direction regarding dispute resolution by reviewing and interpreting appropriate rules and laws.
Ensures required new hire paperwork is completed in a timely manner, in compliance with federal, state and University requirements.
Hosts monthly search and screen related training.
Develops recruiting-related training materials and delivers as directed by the Director of Human Resources.
Specific to Classified staff:
Administers Classified staff benefit programs including but not limited to new hire enrollment, open enrollment, resolution of questions and concerns, etc.
Enters and processes all compensatory time and overtime requests. Assists with leave issues and leave tracking.
Ensures appropriate personnel records management procedures are followed.
Answers questions about the State classification process. Informs staff of State compensation ranges.
General human resources:
Assists with preparation of compensation market data reporting and analyses.
Serves as a resource by providing technical assistance in all areas of human resources and researches solutions and requirements as necessary.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field (significant relevant professional experience may be substituted for a Bachelor's degree in a specific field)
Demonstrated ability to work effectively and independently with all levels within an organization.
Demonstrated organizational and communication (both oral and written) skills.
Demonstrated ability to maintain confidential information.
Demonstrated knowledge of relevant state and federal employment laws and governmental compliance requirements related to human resources management and employment functions.
Demonstrated ability to analyze information, prepare reports, and make appropriate recommendations and decisions.
Proficiency in Microsoft Office products including Word, Excel, and PowerPoint.
Demonstrated ability to resolve interpersonal conflict.
Three years of related professional experience.
Two years of experience working with and maximizing applicant tracking system software.
Master's degree in Human Resources, Public Administration, Organizational Leadership/ Development, or related field, or Juris Doctorate
HRCI or SHRM professional certification.
Knowledge of civil rights compliance laws applicable to institutions of higher education.
Demonstrated commitment to equity and inclusion.
Demonstrated commitment to the mission and values of our regional comprehensive university.
Ability to facilitate and lead educational sessions for varying audience types and sizes.
NEOGov applicant tracking system experience.
Previous public sector experience, particularly within the state of Colorado.
Previous higher education experience.
