The Johnston County Health Department Administrative Division has a vacancy for a Local Public Health Administrator I.

Duties and Responsibilities
The responsibilities of this position are guided by the NC General Statutes, NC Administrative Codes, Consolidated Agreement, NCLHDA Accreditation requirements, Program Agreement Addenda, county and departmental policies, agency contracts, Health Department Strategic Plan and Quality Improvement Plan. Work as a Policy Manager and Grant Writer/Agency Support. This position focuses on developing the infrastructure and capability to deliver high quality and effective essential public health services with a goal of demonstrating accountability to the public and the regulatory agencies that govern service delivery. The position will provide support to Health Director, Assistant Health Director, and its Management Team regarding quality improvement and cost effective healthcare. The position involves developing assessment tools/data collection methods and integrating these with service delivery and administrative records systems in order to identify service delivery and compliance problems, evaluating and writing grants for the agency, and collaborating with staff, community partners, and other agencies to bring about process improvement. The position will require healthcare and clinical knowledge related to payer contracts, coding and billing, capitation, and requirements for credentialing of providers.

Knowledge, Skills and Abilities
Considerable knowledge of principles, methods and techniques of efficient administration, including public relations, personnel administration, budgeting, accounting and office management. Considerable knowledge of public program administration. General knowledge of social; medical, and economic factors of the community served. Ability to plan, coordinate, and direct a staff of technical and medically related personnel. Ability to interpret and apply laws and policies to specific problems relating to agency activities. Ability to establish and maintain effective working relationships with agency personnel, county officials, and the general public.

Desired Education and Experience
Master's degree in public health administration from a two-year program and one year of experience in administrative management; or master's degree in any area of public health and two years of administrative management experience, one of which must be in a health related program; or master's degree in public administration or any health related field and two years of administrative management experience in a health related program; or graduation from an accredited four-year college or university and four years of experience in a human services field, two of which must have been in a health related program with at least one year in a .supervisory or administrative capacity; or an equivalent combination of education and experience.
