Description:

Innovation Engineers leverage web/cloud virtual business process management (BPM), market research and business intelligence analysis systems and workflows, Social Engineering (Virtual Collaboration) technologies, and IT solutions engineering subject matter expertise to design, develop, implement, sustain SuiteCRM-based federated mechanism for information-sharing exchange and needs-solutions matching between GEOINT Users, services integrators and providers of GEOINT capabilities, where Users register their needs and provide information related to GEOINT missions, capabilities, shortfalls. Innovation Engineers solicit users and solution providers (government, academia, commercial/private industry, GEOINT/GIS marketplace) to offer innovative application, content, infrastructure solutions/mechanisms to meet user needs.

Duties Include:

  • develop information related to mission, User needs and feedback analysis, existing capabilities, GEOINT solution gaps, industry capabilities and trends, and academic and R&D/technology opportunities.
  • Apply partnering, efficient solution engineering and reuse 1st, agile virtual innovative sourcing mechanisms (e.g., auctioning, gaming, solutioneering contests, Disrupts, hackathons, and Hacking For Defense), leveraging, tailoring, extending other IC/DoD/Civil/Commercial Innovation Marketplaces and mechanisms, GEOINT industry standards (e.g., OGC) and domain professional organizations (e.g., USGIF) and community knowledge, crowd sourcing approaches and tools (e.g., USGIF’s Industry Solutions Marketplace {ISM}).
  • Enhance transparency and sharing across the community as a user need storefront informing the NSG Acquisition Plan and decision-makers with info needed to drive acquisition decisions, and directly facilitate collaborative, innovative, efficient, rapid GEOINT solutions, capturing and publishing solution options and resolutions for future reference, community awareness, and reuse.
  • Promote efficiency and affordability, providing visibility to solutions that can be leveraged in new & different ways.
  • Assess current and future technology identified by Government Directorates, Integrated Program Offices (IPO) and strategic initiatives, and capture innovative tradecraft, lessons learned, and best practices.
  • Perform business and technical systems analysis of alternatives and makes recommendations on NSG Enterprise services implementation and ops, leveraging industry best practices.
  • Facilitate stakeholder outreach needs data mining, and interfaces with various NSG Enterprise orgs (e.g., ON-V, TD, TF, R), contractors, industry on GEOINT technology, IT implementation alternatives, techniques, process and best practices.
  • Maintain strong awareness of technical trends in IT, develop & maintain a strong awareness of on-going IT projects & GEOINT requirements, apply agile project management methods, and provides analysis, design, development, deployment, lifecycle support for innovative systems solutions implementation.
  • Work directly with Government project management counterparts and keep apprised of project implementation status.

Required Qualifications:

  • Top Secret/SCI (Active SCI within 2 years; SSBI current within 5 years)
  • BS in Software Engineering, Comp Sci, Info Systems, Math, or related engineering, scientific, technical discipline OR equivalent experience
  • 6+ years of Systems Engineering/Integration or IT experience, with some agency-specific experience
  • 3 years IT/web systems (e.g., development, Social Engineering (Virtual Collaboration) capabilities implementation, bus process management systems, market research systems, S&T/R&D, Minimum Viable Product (MVP) development and business intel analysis processes, architecture, integration, engineering, agile rapid prototyping, integration, implementation, technology insertion)
  • Experience in commercial industry or government IT (e.g., information operations with content architectures, applying Business Process Modeling (BPM) systems & product workflows, data standards, agile processes (e.g., SAFe), agile solutions engineering (e.g., Pivotal Cloud Foundry), and best practices
  • Information Technology knowledge/expertise - able to identify technology gaps in current capabilities & processes
  • Experience applying logic & reasoning to identify strengths & weaknesses of alternative tech approaches/solutions
  • Demonstrated ability/experience identifying/trouble-shooting/solving technical and non-technical problems reviewing related info to develop/evaluate options and implement solutions with minimal supervision &/or direction
  • Strong verbal/written comm skills - Able to explain tech issues clearly, accurately to both tech/non-tech audiences

Desired Qualifications:

  • MS in Software Engineering, Comp Sci, Info Systems, Math, or related engineering, scientific, technical discipline
  • Relevant Software Development and Engineering (INCOSE, Agile) & Information Technology (ITIL) certifications
  • Experience in: Innovation mainstreaming model, Design Thinking, Lean Start-up, Business Model Canvas, MVP agile acquisition & market technology analysis, IARPA/DARPA/IQT or DoD/Fed Gov S&T or R&D Center CR&D/IR&D, and PCF Dev/Ops
  • IT entrepreneurial venture capital market/process & Agile Lean Start-up, Extreme Prototyping methods knowledge
  • Experience in customer needs assessment, user persona templates, developing and implementing SLAs, meeting quality standards for services, and leveraging of commercial state of the art techniques for evaluation of customer usage, projected product needs analysis and satisfaction measurement/metrics tools
  • Proficient with enterprise Customer Service software (e.g., Salesforce.com) & Customer Relationship Management (CRM) software (e.g., SuiteCRM, ACT!; MS Dynamics; Performance Solutions Technology ManagePro; Provisioning software)
  • Knowledge of modern multimodal media production, communication, dissemination techniques and methods
  • Knowledge of the NGA and other IC and DoD IT architectures and mission applications, both ‘As-Is’ and ‘To Be’

Salary: $90,000.00 to $125,000.00 /year
