Job Description

The Department of Public Health’s central Information Technology (IT) Division is responsible for maintaining and improving the department’s IT infrastructure and systems, and developing, purchasing, and/or adapting applications for the benefit of the department’s programs.

The primary responsibility of this position is application development for the department. This includes web related projects for various divisions. As an integral part of the IT team, this position will work closely with the divisional stakeholders and Office of Innovation and Technology (OIT) partners to improve software and application systems in the department.

This position is expected to have technical expertise and comfort individually developing software programs and applications, as well as working with program staff, consultants, and vendors, in coordination with the City’s central Office of Innovation and Technology (OIT). The position does not have management or supervisor responsibility.

Essential Functions

Software and application planning and development
  • Develop, modify, support and maintain future and current applications and features for assigned projects and programs
  • Prepare periodic reports and dashboard information regarding department application usage and content analysis for presentation to executive staff
  • Effectively use automation and scripts to roll out infrastructure, and scale up/out infrastructure as needed
  • Test issues such as system integration, performance, and system security on a regular schedule or after any major program modifications
Work with programs to scope needs and research solutions
  • Confer with division director and various department managers and staff to determine software and application needs and requirements
  • Develop plans and strategies to meet software needs of projects as assigned
  • Research and determine which applications can best satisfy department requirements
  • When directed, participate in interview and selection of vendors/contractors
  • Assure security protocols are maintained, including HIPAA compliance
  • When directed, confer with and recommend to superiors the most appropriate software and hardware purchases
  • Prepare cost comparisons of equipment and software considered for purchasing
Coordination with external and central Office of Innovation and Technology (OIT) partners
  • Collaborate with central City OIT web developers to create and operate internal and external department websites
  • Represent the health department’s IT Division within the Department of Public Health and to other agencies and organizations including making presentations, and participating in meetings, as directed
  • Act as representative on committees, interagency task forces, and special projects
Project management
  • Manage and coordinate work among various project team members and department and division staff members, some of whom you do not have direct line authority over
  • Consult with clients, staff, and stakeholders to resolve issues
  • Organize, facilitate, and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration
  • Assist in clarifying expected outcomes and managing expectations
  • Investigate complaints and recommend corrective actions as necessary
Budget, contract, and vendor management
  • Develop, administer, assist, and monitor budgets and timelines for projects
  • Develop justifications for budgetary recommendations or adjustments; Participate in forecasting for staffing and resources
  • Participate in the interpretation, negotiation, management, and enforcement of contracts
  • Establish, maintain, and manage relationships with third parties/vendors
  • Learn and implement City’s procurement and contracting procedures for assigned projects
Other duties
  • Develop and design long-term IT software systems and environments to plan for future acquisitions and technologies
  • Conduct analysis on best practices and trends, and formulate and implement recommendations
  • Recommend software and applications strategy to the IT Director
  • Perform other duties as assigned.
Competencies, Knowledge, Skills and Abilities
  • Competencies in:
o Windows system administration experience
o Cloud Computing: virtualization technologies, IaaS (Infrastructure as a Service), PaaS (Platform as a Service), and SaaS (Software as a Service) delivery models
o Infrastructure (firewalls, load balancers, storage, security, etc.)
o Experience in 24x7 operations, overseeing sites with constant high traffic
o Writing and maintaining tools and scripts to support automation and operations
o Secure, scalable and highly available online services
o Collaborating with multiple teams
o Continuous Integration/Continuous Delivery tools such as Travis CI, Jenkins, TeamCity, and/or Visual Studio Online
o Bash scripting
o Experience with WordPress, Apache web server administration, and/or BIG-IP F5 products a plus
  • Knowledge of or skills in:
o Networking and security
o Cost analysis and estimation for IT projects, hardware, and software
o Software and application development, scoping, analysis, and maintenance
o Request for Proposal (RFP) and contract negotiation processes
o Broad-based technology systems in varied business applications and environments
o Web/Application communication security concepts (Firewall, DMZ, port info)
o Content management, data extraction and analysis
o General knowledge of common troubleshooting techniques in web and database services (SQL/Oracle)
  • Ability to:
o Communicate verbally and in writing effectively with stakeholders and senior leaders
o Organize and work effectively with project teams of staff, managers, and leaders
o Understand complex, technical needs and resources
o Clearly define, communicate, and measure objectives
o Work both independently and part of team.
o Work under tight deadlines and reliably deliver work of the highest standards on time

o Interpret a variety of instructions furnished in written, oral, diagram, or schedule form and communicate them visually
o Think critically, analyze a problem and form conclusions, and troubleshoot issues
o Work occasional evenings and weekends as required for various off-peak project implementations

Qualifications

  • Minimum 3 years of technical experience administering Windows Server and/or Linux environments at an enterprise level
  • Completion of a BS or MS degree program at an accredited college or university, which has included major course work in Computer Science, Information Science, Systems Analysis, Software Engineering, or a closely related field
  • Experience working in a large governmental, non-profit, or health environment is a plus
