Senior Wetland Ecologist / Project Manager

POWER Engineers Inc. is seeking a Senior Wetland Ecologist / Project Manager for our Environmental Practice working out of our Anaheim, CA office.

Roles and responsibilities

POWER is looking to hire a Senior Wetland Ecologist / Project Manager to lead field assessments for wetland and ecological projects located across the country, but with a particular focus in California and the southwest. This position requires expert leadership in completing wetland and waterbody delineations, identifying protected plant species, conducting habitat assessments or rare wildlife species surveys, as well as organizing and summarizing field-collected data, and compiling survey reports. This position must be a technical expert in their field. Candidates must be capable of understanding and implementing health and safety plans, and interfacing with both internal staff (project managers and other discipline leads) as well as client representatives and team members. The successful candidate will be a technical leader responsible for developing standards and implementing quality assurance measures and will mentor and develop staff to be leaders in their field.

This position will be responsible for coordinating with Project Management and senior leadership; managing project deliverables; mentoring junior staff; serving as a regional natural resource, environmental, permitting and regulatory expert; managing budgets, survey schedules, and staff workloads for multiple projects; supporting business development; interacting with federal and state agencies; and managing biological and spatial data.

Successful candidates will be highly skilled with environmental regulations including NEPA, CEQA, CWA, and ESA, experience with federal and state protected species, and discretionary permitting through USACE and USFWS. The Senior Biologist will be responsible for building and maintaining client relationships through meeting with company executives and federal agency personnel, giving public presentations, knowledge of industry and agencies, as well as utilizing marketing skills.

This position has a mixture of field and office duties. It is likely to require long days outdoors in variable weather and terrain. Projects require frequent travel and often working six days per week. Work locations vary, ranging throughout California and the southwestern United States. Candidates must have positive attitudes, be physically prepared to work in difficult conditions, and be eager to become a critical part of the POWER team. The candidate should have an established and successful history of leading wetland delineations, working as part of diverse and dynamic project teams and be looking for opportunities for growth through gaining new skills.

Required Education/Experience

Master’s degree in Biology, Environmental Science, or other related field
Ten years of experience conducting biological surveys as a consultant
Strong analytical and problem solving skills
Attention to detail and commitment to quality and professionalism
Experience mentoring and recruiting staff
Experience scoping and estimating costs for ecological survey projects
Excellent written and oral communication skills
Expert knowledge of the 1987 Corps of Engineers Wetland Delineations Manual and appropriate regional supplements
Prepare and/or review permit applications relative to jurisdictional waters, including:
US Army Corps of Engineers Section 404 permit
Regional Water Quality Control Board Section 401 Water Quality Certification
California Department of Fish and Wildlife Section1600 Streambed Permit
CDFG 2081 Incidental Take Permit
USFWS section 10 and 7 consultation
Conduct habitat (vegetation) assessment & mapping using CDFW approved Vegetation Classification and Mapping Protocols.
Expert in Clean Water Act (CWA), CEQA, and Endangered Species Act (ESA) regulations
Expert in writing and managing the preparation of technical reports or permit applications
Experience organizing and managing complex field survey efforts for transmission line, pipeline, or renewable energy projects.
Valid driver’s license and clean driving record
Must be willing and able to travel throughout the region with potential travel throughout the U.S.
