CACI has an opening for an Foreign Military Sales (FMS) Acquisition Analyst at our Washington, DC location. Candidate will provide FMS case development and execution support to the Program Executive Office Integrated Warfare Systems, International Programs and FMS (PEO IWS 4.0) for a technically complex combat system acquisition program. Direct support will be provided to the Canadian Surface Combatant (CSC) program and others as required to support the delivery of interoperable and operationally dominant systems to the international fleet.
What You’ll Get to Do:
Provide subject matter expertise regarding the technical and security cooperation policy aspects for a hybrid Direct Commercial Sale (DCS)/FMS international new construction shipbuilding program.
Support the FMS lifecycle from pre-Letter of Request (LOR) requirements definition through delivery of hardware and/or services. Develop draft LORs as required to ensure execution of a Total Package Approach to FMS.
Develop robust and executable Letters of Offer and Acceptance (LOAs), and as required, Amendments and Modifications throughout the life of the FMS case.
Attend quarterly CONUS/OCONUS engagements through CSC program kick-off, and ad hoc as required (at a minimum, 2x annually)
Develop and maintain FMS schedules/Plan of Action and Milestone (POA&M) schedules to ensure delivery of articles/services, highlighting FMS case and contract milestones required to meet In-Yard Need Dates (IYNDs)
Assist the client with various programmatic duties to include, but not limited to, meeting attendance/support, presentation support, correspondence, action item tracking/closure, and weekly reporting.
Provide program support such as development of recommended agendas, Participating Acquisition Resource Manager (PARM) coordination and develop meeting minutes for reviews, conferences, briefings and other meetings.
Utilize DOD acquisition systems to perform case development and execution functions including DSAMS, MISIL, DIFS, SCIP, etc.
Analyze and consolidate submitted Form 7300 pricing from PARMs and Performers. Vet and capture all assumptions and Basis of Estimates (BOEs) to ensure it supports an executable program.
Develop and update Task Planning Sheets (TPS) for future Fiscal Year (FY) planning.
Support cost model development and out-year financial spend plans throughout case execution, highlighting deviations from original budget structure and available funds.
Develop formal correspondence to the foreign Purchaser to relay critical program status.
Work with the Department of Defense, Participating Acquisition Resource Managers, field activities, Integrated Product Teams, Technical Teams, and various vendors to develop, identify, locate, support, acquire, and manage country-specific requirements.
Assist in planning, preparing for, and supporting international Program Management Reviews, Technical Reviews, Working Groups, and other various meetings in support of the client.
Track and monitor program metrics to identify areas for improvements and implements process improvements accordingly.
Develop and execute program management and acquisition management strategies.
Support and adhere to Navy and national disclosure policy for the export of U.S. articles and services to foreign Allies, as outlined within the U.S. Arms Export Control Act.
Coordinate CACI contract deliverables to include but not limited to, monthly reports, Milestone Reviews, Quarterly Program Reviews, and training events.
You’ll Bring These Qualifications:
Requires bachelor's degree or equivalent, and 7 years of related experience.
Ability to use the Defense Security Assistance System (DSAMS) for FMS case development, oversight, and/or amendment/modification to accurately reflect FMS program scope and requirements
Proficient expertise in FMS CM, program management and acquisition support including cost, schedule and various FMS Information Technology (IT)/Management Information Systems (MIS) such as Case Execution Performance Tool (CEPT), Management Information System International Logistics (MISIL), Enterprise Resource Planning (ERP), Security Cooperation Information Portal (SCIP), Security Cooperation Enterprise System (SCES), etc.
Understand the application Security Assistance Management Manual (SAMM) guidance to oversee and execute Security Cooperation or Security Assistance programs
Working knowledge of Financial management and budgeting supporting DoD or DoS programs
Ability to complete action Item tracking, correspondence development, master schedule maintenance, and engagement coordination for DoD or DoS programs
Must have an active Secret Clearance
These Qualifications Would be Nice to Have:
Prior experience supporting Navy, NAVSEA, and/or PEO IWS programs
Thorough technical understanding of AEGIS Combat System architecture and associated interfaces
NAVSEA Enterprise Planning System (NEPS) proficiency
Understanding of Canadian Government budgeting cycles, entities, and fleet status
Prior applicable active duty experience with the AEGIS Combat System
Experience with development and execution of hybrid DCS/FMS programs
