An exciting time to be part of the Unclaimed Properties Program which has several work streams in flight to support the Unclaimed Property (UP) Center of Excellence (COE). This position acts as a liaison between client area and technical organization by planning, conducting, and directing the analysis of highly complex business problems to be solved with automated systems.
Provides technical assistance in identifying, evaluating, and developing systems and procedures that are cost effective and meet business requirements. Works with user groups to provide training, resolve questions, assess user needs, and recommend changes. Prepares specifications for system changes. Recommends and initiates systems testing. Acts as an internal consultant within technology and business groups by using quality tools and process definition/improvement to re-engineer technical processes for greater efficiencies. Provides direction and guidance to less experienced staff.
The position will be a key participant in the delivery of a new enterprise strategic solution for Unclaimed Properties, plus the support and maintenance of existing applications in this space. These include a new application, Unclaimed Properties Application (1UPA) which is currently being built, and two existing applications, Unclaimed Properties Compliance System (UPCS) and Unclaimed Properties Mainframe (UB).
7+ years of business systems analysis experience, business systems design experience, or a combination of both
5+ years of experience writing Business Requirements Documents (BRD's)
5 + years of experience writing Functional Specifications Documents (FSD's)
Excellent verbal, written, and interpersonal communication skills
3+ years of Agile experience
Ability to act as a liaison between the technical design staff and business requester to ensure all requirements are met
Ability to capture and document complex business and functional requirements
Ability to drive the requirements process with both technical and business partners
Ability to translate business requirements into technical requirements
Advanced Microsoft Office (Outlook, Excel, Word, PowerPoint, LiveMeeting and SharePoint) skills
Experience conducting meetings, presentations and status reporting

Experience of the Unclaimed Properties business processes, including but not limited to:
- Sourcing data to meet the legal requirements for Property Escheatment.
- Rules engine to support the legal requirements for Escheating Properties to the Jurisdictions.
- Jurisdictional reporting.
- Analytics to support Unclaimed Property activities.
