Position Summary: Develop overarching talent acquisition approach in line with HR’s overall people strategy and ARC’s key business objectives. Design and ensure implementation of high-quality, end-to-end talent acquisition practices and processes to meet all staffing needs across the company. Build and enhance strong relationship with universities and career placement agencies to highlight ARC as an employer of choice. Supervise and mentor Talent Acquisition Specialist and hiring managers on overarching talent acquisition approach that provides value to ARC. Proactively identify future staffing needs which requires a full and dynamic understanding of all segments of the business. Develop metrics and monitor effectiveness of talent acquisition programs and processes.
Key Roles and Responsibilities:
Design and ensure implementation of high-quality recruitment, interviewing, selection and onboarding processes. Build the skills and commitment of hiring managers to follow best practice in all stages of the talent acquisition life cycle, including panel selection, use of behavioral based interviewing techniques, panel feedback and decision-making, and communication with all candidates. Partner with department hiring teams and senior leadership to develop role profiles, understand the talent landscape, formulate recruitment strategies and execute sourcing plans to identify and attract qualified candidates for interviews in a timely manner, at the most efficient cost. Own the process from start to finish.
Manage external recruiting sources, vendor agreements, needs assessments, candidate submission and invoice processing. Represent ARC recruiting in job fairs and industry events as needed. Promote and increase employer brand awareness.
Ensure timely communication with candidates, hiring managers, vendors, and HR Directors on recruiting process and pending needs. Educate candidates about ARC, our culture, benefits and expectations of the organization. Educate vendors on ARC hiring needs and the recruiting process.
Participate in recruitment events in support of military, diversity and college hiring requirements. Develop outreach efforts to support affirmative action goals.
Mentor, lead and coach Talent Acquisition Specialist on process, regulations, improvements, and development. Escalate the capabilities within the team to achieve added value and gain efficiency. Set goals and develop measures for success.
Select and administer technology tools to facilitate talent acquisition.
Functional Knowledge Required: Mature knowledge of relevant human resources discipline(s), specifically employment law (OFCCP, DOL, Federal, State and Local laws), Fair Credit Reporting Act, practices and procedures. Knowledge of immigration practices for sponsorships. Knowledge of applicant tracking systems, schedulers, sourcing tools, and other tools used to attract and communicate with talent is critical for this position to maintain efficiency. Expert in using the right channels and messages to find targeted sources of high-quality talent. Labor market expertise. Keep abreast of trends and innovative talent acquisition techniques.
Business Expertise Required: Aware of key business trends related to employment, and how competitive the recruiting environment is. Can easily identify employment statistics and present them in a way business partners can use them to help make recruitment strategy decisions. Understand the talent needs of hiring managers when opening a requisition. Ensure integration and alignment with e organizations talent strategy and key business objectives.
Skills and Abilities:
Minimum of 7 years full cycle recruiting leadership experience
Proficient in Applicant Tracking Systems, including report creation, and MS Office Suite
Strong written and verbal communication skills
Highly organized self-starter who requires minimal supervision and who excels in a team environment
Strong project management, prioritization and implementation skills, with ability to meet deadlines
Ability to implement recruitment objectives and identify opportunities to provide customer service excellence
Ability to present ARC to candidates with a high degree of professionalism, comfort and confidence
Ability to manage information in a confidential and professional manner
Ability to build effective working relationships with internal business partners and company leaders to motivate and inspire them to achieve their employment goals.
Ability to work with staff at all levels within the organization as well as communicate with external vendors regarding recruitment functions such as reference checks, job postings and employment agencies for staffing
Must have an understanding of OFCCP requirements relating to applicant data and staffing
Experience with employment branding initiatives, including optimizing employer web presence is required
