JOB SUMMARY:
This position serves as a management official and financial manager with responsibility for planning, organizing, and directing the day-to-day financial and administrative operations. Manages the daily administrative functions and supervises assigned administrative staff. The incumbent works with the Director and other senior management staff to develop, direct, and coordinate management policies, activities, and operations related to the conduct of subordinate program segments.

"As an Program Management Officer (Understudy) you will: Serve as the principal resource for day-to-day administrative operations and resource management and facilitates policy formation and implementation. Prepare annual budget plans and justifications and manages the approved budget. Monitor the budget to ensure effective utilization of resources. Recommend changes in the allocation and utilization of resources within budget categories to increase effectiveness and efficiency in achieving established goals and objectives. Serve as the principal liaison on all management issues and policies related to the conduct of administrative programs and budget administration. Provide managerial, technical, and administrative direction on planning, conducting, and evaluating the program operations and field activities associated with achieving their respective goals and objectives. Serve as project officer or designates the project officer's responsibilities associated with these instruments Develop the management policies and program goals and objectives of the organization in coordination with the Director, Deputy Director, and other senior management officials. Oversee the management system to ensure the accomplishment of objectives to achieve the organization's long-range goals. Assist the Director in developing work plans for staff and in completing their performance appraisals. Participate in the development and periodic update of other subordinate employees' position descriptions and performance plans; oversees and manages the overall performance appraisal system for staff. Perform other duties as assigned." ]

QUALIFICATIONS REQUIRED:
Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-13 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include planning, directing, and evaluating an organization's critical and operational planning, program development, and administrative and management services programs. Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
