Position Description

The consultant shall provide a PM who shall be permanent for the duration of the contract, unless WMATA requests the replacement of an assigned consultant staff person or if an assigned consultant staff person leaves the consultant's employ. The PM will be located at WMATA headquarters or another site as deemed necessary for the execution of the task order. WMATA reserves the right to accept or reject proposed staff changes for the PM. The consultant shall give WMATA ample notice of any changes to be made in the assigned personnel for this position.

Major Duties and Responsibilities

The PM shall be responsible for coordinating the overall efforts under this task order and shall be ultimately responsible for ensuring the quality of the products and services delivered. This includes collaborating within the WMATA organization to provide effective communication and coordination for the project.
The PM shall work full time, with a minimum of 40 hours per week at WMATA headquarters or another site as needed for the execution of the project tasks. In addition, this staff person may be required to work outside regular business hours to accomplish the project tasks. This staff person shall serve as the consultant leader for the project tasks and will develop and maintain relationships with various WMATA offices, which may include, but are not limited to, engineering, legal, procurement, maintenance, project management, budget, and capital planning staff. The program manager shall work closely with WMATA internal staff to gather and disseminate information and project schedules, develop materials and ensure receipt of necessary approvals, and share final products and project results. Background & Experience

The PM shall have experience working with teams to achieve goals as well as possess critical thinking and problem-solving skills. The person also shall be comfortable leading, working, and/or presenting in group settings with any/all levels of an organization and possess strong verbal, written, and electronic communication skills.

The PM shall have a minimum of 7 years project management experience, including facility energy efficiency upgrades, simultaneously managing multiple projects in multiple locations, and executing potential construction values more than $1 million. The PM also shall have successfully guided a facility owner and operator through the scoping, design, and ultimately execution phases of a major facility system upgrade.

The PM shall have experience with modern energy efficient technologies, including lighting systems, and be knowledgeable about modern means of project delivery, risk-based project assessments, constructability engineering, industry best practices, and experience with work flow process management and creation.
Desired additional qualifications: If possible, the PM should have experience with project management of the retrofit of at least two facilities designed to meet LEED certification requirements.
