This Human Resources Specialist position is located in the Customer Service Division, within Human Capital (HC), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a Senior HR Specialist within a customer service/contact center environment providing direct assistance to junior staff and highly complex cases at the Tier 2 level or above to a variety of customers. Typical duties include, but are not limited to:
Independently managing cases for assigned areas, determining and advising on specific policy applications, including the application of TSA's unique (non-Title 5) agency practices and policy; applying appropriate guidelines and recognizing when circumstances warrant an exception to policy or changes to existing policy.
Managing inquiries, requests, and cases for services received from various customer types, including current and former employees, their families, job applicants, managers, and other parties; inquiries and cases require management of numerous details to determine the appropriate course of action - applying tact, diplomacy, and customer service skills in dealing with irate customers and managing the encounter to satisfactory resolution.
Ensuring the complete resolution of the customer's concerns and inquiries; working with other specialists or experts who provide advice and assistance with processing; monitoring the cases in the tracking system and following up to ensure final coordinated response is provided within established time and quality standards.
Researching and providing accurate and timely information in response to general and complex human resources inquiries related to benefits, retirement, personnel actions, recruitment, hiring, position management, payroll, and other services; coordinating with team members, subject matter experts, and other service providers to ensure accurate and timely resolution.
Participating in ongoing efforts to identify and remedy systemic issues (e.g., hold times, response times, surges, etc.); working as a member of the team to continuously improve the customer's experience of HC products and services; and seeking to assist with volume and workload issues.

You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
To qualify for the SV-I Pay Band (equivalent to the GS-13 grade level), you must have one year of specialized experience at the SV-H or GS-12 grade level in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is:
Applying Federal HR laws, regulations, and best practices (e.g., Non- Title 5 U.S.C.) in 2 or more disciplines (i.e., employee benefits, retirement, payroll, and recruitment/placement) and utilizing job specific HR systems (e.g., payroll, personnel transactions, benefits, hiring, and orientation) in order to respond to escalated issues and provide guidance in complex cases;
Applying Federal HR laws, regulations, and best practices (e.g., Non-Title 5 U.S.C) in 2 or more disciplines utilizing human resources policies, regulations, and best practices related to a wide range of diverse situations, including recruitment and hiring practices, employee benefits, payroll, and retirement in order to respond to escalated issues and provide guidance in complex cases;
Utilizing job specific HR systems (e.g., payroll, personnel transactions, benefits and hiring) in order to address systemic issues and recommend improvements;
In call management, ensuring an appropriate balance of efficiency and quality customer service delivery to address systemic issues and recommend improvements; AND
Establishing metrics to monitor, track, analyze, and improve customer service program operations.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
