The Deputy Head of Rural Operations will work closely with the Head of Rural Operations to manage people and processes related to loan servicing, flood due diligence, file maintenance and document quality and data quality controls for a nationwide agricultural loan portfolio. The Deputy Head of Rural Operations will be responsible for supervising multiple teams assigned with these functions. In addition to managing the day-to-day workflows, this role will be responsible for acting as an agent of change to improve upon or replace existing procedures, processes and policies. Responsible for the overall supervision of the assigned department team(s) including performance reviews, salary recommendations and compliance oversight.
The Deputy Head of Rural Operations is primarily a manager, leader and decision maker. This role will focus on setting and meeting expectations and managing process to deliver services within agreed upon time frames. The Deputy Head of Rural Operations will work closely with Legal, the Customer Relationship Team, and the Risk Department to overall business objectives.
The Deputy Head of Rural Operations must have an in-depth knowledge of loan origination, loan servicing and lending operations, including but not limited to:knowledge of loan origination and servicing systems, file management, loan documentation requirements, loan product guidelines, loan closing requirements, BSA/AML regulations, Flood regulations, laws and regulations governing the attachment and perfection of collateral interests in real and personal property. General knowledge of the agricultural industry is necessary. A detailed understanding of RAF’s products, policies and procedures along with the ability to identify risks and solutions to provide client value are essential. The Deputy Head of Operations much have the ability to understand and apply various state specific requirements to loan documentation.
Context of Job:
Rabo AgriFinance LLC (“RAF”) is a wholly owned subsidiary of Utrecht America Holdings (“UAH”). This position is a leadership role for departmental success regarding a smooth and accurate process in the loan closing and loan servicing operations of RAF, the rural lending arm of Rabobank in the US. RAF is regulated by the Federal Reserve Bank of New York, as a subsidiary of a Bank Holding Company.
Key Responsibilities and Accountabilities:
Ability to work closely with and independent of the Deputy Head of Rural Operations to develop short, medium and long term Operations strategies in-line with global and local requirements and execute on the agreed strategies to support the objectives of the Rural businesses.
Ability to develop and meet Service Level Agreements for functions provided for or on behalf of other Departments.
Assigns work and monitors workflow of direct reports to ensure functions are performed timely, with excellent customer service as the key driver regarding decisions and priorities. Assists staff in completing tasks as needed. Understands the loan process and associated workflows, including knowledge of various systems assisting in carrying out those processes.
Manages staff to perform functions related to document review, data quality controls, loan booking, Customer Identification Program (AML/BSA), and flood due diligence.
Identify training needs and works with other departments as required to develop programs to deliver such training requirements.
Initiates, supports or coordinates nationwide projects necessary to continuously improve internal performance and customer experience (Continuous Improvement).
Manages operational risk in accordance with the Three Lines of Defense risk management model.
Manages the adaptation of business product changes to the documentation system through close communication with or at the direction of the Customer Relationship Team, Legal, or Compliance.
Manages third-party vendors providing services in support of operational functions.
Reviews work of direct reports to ensure work is completes at a level of excellent quality and in accordance with company policy.
Establishes and maintains processes and procedures for reviewing loan document quality and system data quality.
Works with the Customer Relationship Team to ensure capacity is optimally utilized nationwide between the different Territories.
Maintains close communication and collaboration with Risk, Compliance, Legal, Finance, and the Customer Relationship teams.
Maintains working knowledge of federal regulations related to the Bank Secrecy Act (BSA), Anti-Money Laundering (AML), and flood insurance requirements.
Maintains and improves product quality through involvement with internal/external audits and collaboration with other members of management on quality-related initiatives.
Prepares budget input for business plan needs, performs annual departmental personnel review, and provides salary recommendations. Responsible for interviewing departmental hiring prospects. Must be familiar with and comply with laws, regulations and internal policies and procedures that are applicable to required job duties.
Performs daily monitoring of attendance and leave records for direct reports.
Complete all mandatory training within a timely basis, as instructed.
Comply with code of conduct & Bank policies/procedures.
Actively identify incidents outside of established policies & procedures and report to management immediately.
Familiar with & comply with laws, regulations, and internal policies & procedures that are applicable to required job duties.
Understand & comply with all RAF & Rabobank anti-money laundering (AML), compliance, and all other applicable laws, including, but not limited to, the completion of all required AML & Sanctions training.

10-15 years of experience in banking and finance preferably with an Operations focus
Strong understanding of financial accounting / budgeting principles

Thorough understanding & experience of laws, regulations, & risk management within the financial services industry including related regulatory standards (U.S. & European financial services) and secured lending.

Experience in large change initiatives
Bachelor’s Degree in Business, Law, Economics or other relevant field
10 or more years commercial or consumer loan operations experience and/or legal experience required.
Must possess excellent, people leadership, organizational and time management skills. Must be a self-starter with the interpersonal skills necessary to communicate tactfully with interdepartmental personnel as well as personnel from all areas and departments.
Must display technical understanding of, UCC ART. 9, mortgages; deed of trusts; title policies and title endorsements; a good understanding of the varied aspects of short-term agricultural credit and general agricultural background.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Processes information logically and is able to use the result in appropriate business applications to meet the requirements of the job. Handles normal and extraordinary situations well.
Must possess good human relations, communication skills and ability to exercise good judgment and work as a team member.
