Responsible for providing highly complex administrative and management support for the City Manager, Deputy City Manager, Assistant City Manager, Chief of Staff and Public Affairs and Intergovernmental Relations Department.

ESSENTIAL FUNCTIONS:
Conducts, coordinates, and develops reports on assignments generated by the City Manager, Deputy City Manager, Assistant City Manager, or Chief of Staff maintaining updated status information on these assignments
Performs both assigned and independent staff work, skilled administrative and operational duties, such as preparation assistance on a variety of operating reports, feasibility studies, complex research projects, grant writing, program development, meeting and event organization, and makes recommendations for improving service delivery
Assists with information flow and follow-up between the City Manager's Office, City Council, Department Directors, community and business organizations and citizens, and implements directions from the City Manager on his/her behalf
Confers with and advises department heads in the preparation and implementation of new programs; under general policy guidance, prepares directives to department heads; coordinates of various operating and administrative reports; and participates in budget preparation
Facilitates and leads interdepartmental teams or committees to accomplish a task, objective, or project
Assists with strategic planning activities, monitoring performance management, and monitoring City Council goals and objectives
Attends regularly scheduled and special meetings of the City Council, attends conferences, committee and staff meetings, assists City Manager at such meetings, makes recommendations on subjects under discussion, keeps abreast of current and projected developments in local, regional, state and federal programs affecting local government
Possesses excellent public speaking and presentation skills
Investigates citizen, customer, staff and council concerns, researches issues involved, consults pertinent internal departments, analyzes and shares findings, coordinates and facilitates action taken by departments when necessary, directly communicates with the general public for identification of service needs and addresses concern with appropriate written, verbal or in-person follow-up on behalf of the City
Drafts letters, memorandums, speeches, manuals, editorials, . for the City Manager, Deputy City Manager, Assistant City Manager, Chief of Staff or Council as requested
Occasionally provides direction to helpers, assistants, seasonal employees, interns and temporary employees when applicable
Represents the City Manager and his/her office at various civic, community, City Council and city staff meetings when requested; prepares material for such meetings, and makes formal presentations to staff executives and City Council when , and organizes and leads internal staff committee meetings when the need arises
Exhibits strong interpersonal/human relation skills and the ability to support controversial positions or the negotiation of sensitive issues or presentations with customers, citizens co-workers
Exhibits desire to continue professional education and stay aware of the new concepts and innovations in the field of public management and local government service

MINIMUM QUALIFICATIONS:
Master's degree in public or business administration or equivalent field
Four years of progressively responsible experience including supervisory skills, project management, and fiscal responsibility
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Ability to communicate effectively both verbally and in writing
Ability to attend occasional night and weekend meetings on an as-needed basis

CONDITIONS OF EMPLOYMENT:
  • Must have a valid Class "C" Driver's License and valid state required minimum automobile liability insurance before employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 30 days of hire per state law)
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check
  • Must have personal transportation to attend civic meetings and to run errands for the City Council and City Manager
