Eagle Harbor Solutions is hiring a Program Manager. This is a direct, full time position with our company, working at our customer’s site in Washington DC.

Position Overview

The Program Manager leads, directs and monitors overall project and contract performance. The individual will be responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects ensuring consistency with clients’ overall management plan. The Program Manager will provide leadership, oversight and senior level management to overall contract operations, often involving multiple projects/tasks and/or groups of personnel at multiple locations. The individual is responsible for developing and maintaining key strategic relationships with senior level management within the client organization and is aware of overall program status. The Program Manager will coordinate and facilitate the timely submission of financial, performance, and status reports along with other reports required by the client. Non-Technical Requirements

Project Management Professional (PMP) Certification through the Project Management Institute;
Digital technology project experience shall have included work with open-source software like Drupal, WordPress, Apache, Linux, and MySQL;
Shall have excellent presentation and communications skills;
Shall have demonstrable and recent experience in both federal and commercial industries;
Shall be able to deliver presentations to senior executive personnel;
Shall have experience in all security-related reporting and requirements regarding any aspect of the project to include personnel issues;
Shall have experience and ability to perform all aspects of OMB A-11, 300 reporting for the CMS project;
Shall have a successful track record in taking a project from inception to major project status through the A-11, 300 processes;i
. Shall have experience in performing mandatory regular OMB reporting;
Shall have business acumen and be able to define business requirements and to architect solutions to meet those requirements; and
Shall be able to execute established processes and run the organization in order to successfully deliver services to the CMS customer.
Technical Requirements

Shall have led large technical development teams (i.e., 15+ engineers);
Shall have significant experience running large-scale open-source CMS projects like WordPress or Drupal; and
Shall have a strong background in cyber security to protect digital systems and infrastructure from common and zero-day vulnerabilities.
Desired Skills

Experience in developing integrated architectures for software, database, and networking systems;
Experience in developing integrated systems for digital publishing and delivery of information via a distributed authorship model.
Experience

Shall have at least 15 years project management experience, with at least 5 years focusing on large-scale digital technology projects

Education
Relevant Bachelor’s degree required, Master’s degree preferred. PMP certification required.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
