The Utility Billing Accountant II performs professional accounting work which requires the application of generally accepted accounting principles (GAAP), established statistical techniques, and financial principles. Work may include analyzing and monitoring the use of financial resources; overseeing the operations of the utility billing staff; assisting in the design and implementation of accounting policies, procedures, and internal control systems; and reviewing and maintaining financial reports; billing and processing payments; assisting in the development of cost recovery rates and fees; and interacting with internal and external auditors. This position collects, evaluates, and analyzes data, and writes reports, letters, and memos responding to complex customer inquiries via verbal and written correspondence, as well as the auditing and maintenance of financial/billing reports. Supervise billing staff; assist with the direct, evaluation of work performance and completion of job duties, and aprove vacation and time off requests.
Respond to the more complex customer issues, inquires and escalated calls; audit and reconcile customer accounts and approve adjustments. Organize the accounting activities of the billing staff. Produce weekly and monthly reports. Knowledge of internal policies and applicable city ordinances will be vital to ensuring that appropriate billing actions are taken. Strong customer service skills with a supervisory background and previous utility billing experience strongly preferred.

$49,338 - $73,653 annually. Candidates may be hired above the minimum depending upon qualifications.

3 years of experience performing professional level accounting.
A bachelor’s degree in accounting or finance.
An equivalent combination of related experience and education may be considered.

PREFERRED QUALIFICATIONS A well-qualified candidate will possess the job requirements listed above, plus:
Experience using SAP and CC&B
Experience with Microsoft Office.
Utility billing experience
Bilingual Spanish speaking skills are a plus but not required.
Certain positions may require experience in cash handling practices, working in a heavy customer service environment, and knowledge of banking policies and procedures is highly desired.
