This position is located in Taylor Street Annex, Collections Development Section (CDS), National Library Service for the Blind and Print Disabled (NLS), Library Collections and Services Group, Office of the Librarian.
This position is located in the Collections Development Section (CDS) of the Material Development Division. The Foreign Language Specialist selects foreign language titles to be reproduced or acquired in braille and recorded formats for inclusion in the National Library Service for the Blind and Print Disabled (NLS) national collection. Drafts and maintains a selection policy for this material. Evaluates and monitors the NLS collection of foreign language books and periodicals. Maintains contact with libraries and agencies in foreign countries to ascertain availability of materials; evaluates and purchases foreign language materials from international sources. Disposes of foreign language books received as gifts. Coordinates acquisition of print foreign language materials for review. Annotates, assigns media, and indicates distribution code after reviewing print copies of proposed titles. Advises catalogers on handling foreign language materials; advises Publications and Media Section on foreign language publications and special book lists; coordinates with Network Services Section on international interlibrary loans and other international affairs. Solicits and analyzes pertinent statistics for use in collection building efforts; assists in drafting budget relating to foreign language materials; coordinates NLS foreign language production with that of network libraries.
The foreign language librarian identifies and selects foreign language print title to be produced in braille and recorded formats and added to the NLS collections. Utilizes the NLS collection and selection policies, relevant print reference materials, and review sources as well as reader and network contacts. Serves as recommending officer for all foreign language materials added to the NLS collection.
Applies standard methods, techniques, concepts, and principles to perform assignments using established techniques, practices, and reference tools. Although reading materials in many languages will fall within the incumbent's purview, Spanish books and magazines in alternative formats will require special and ongoing attention.
Examines foreign language holdings to ascertain new directions to investigate in collection building and to determine strengths, weaknesses, and priority areas for development Reviews publishing trends and the book market to check for new collection items and sources. Plans and develops programs to fill in gaps and augment collections to improve services to clientele. Selects or recommends appropriate format for new titles to accommodate blind or print disabled readers. Develops and maintains services and guidance for the library system to facilitate operations in the field.
The foreign language librarian uses highly specialized knowledge to acquire hard-to-find materials. The Special Foreign Language Collection (SFLC) of NLS is a collection of braille and recorded titles that NLS purchases from domestic and foreign agencies or libraries, often in multiple copies.
The librarian coordinates acquisition of titles for the SFLC from domestic and foreign agencies or libraries. Monitors contracts for processing of titles obtained from outside agencies, participates in the evaluation of bids, and performs appropriate quality checks. Drafts requisitions for purchase of materials from overseas agencies, receives materials, and approves invoices. Plans and organizes the work or contractors in the packaging and labeling of the titles to make the purchased titles available for circulation to readers.
Communicates with libraries and agencies in foreign countries to solicit information on braille and recorded titles that might be obtained by purchase, exchange arrangements, or as gifts. Examines and evaluates gift and exchange materials for inclusion in the collections.
Writes and/or edits information on Library of Congress programs, policies, functions, and research as a recognized expert in a subject area. Contributes to writing and editing of documents and reports. Writes concise (maximum fifty words) descriptive annotations for titles approved for the collection. Annotations must be drafted according to NLS guidelines. Utilizes computer skills and a knowledge of grammar, spelling, punctuation, and style rules to prepare draft copies of annotations and bibliographic information for publication.
