Marijuana Enforcement Division
The Marijuana Enforcement Division (MED) is tasked with licensing and regulating the Medical and Retail Marijuana industries in Colorado. The Division implements legislation, develops rules, conducts background investigations, issues business licenses and enforces compliance mandates in order to maintain a robust regulatory structure. MED promotes transparency and clarity for all stakeholders by utilizing a highly collaborative process through which it develops industry regulations and furthers our primary mission to ensure public safety.
Description of Job
This position is located in the Data Analysis Team of the Colorado Department of Revenue's Marijuana Enforcement Division.
Melding big data techniques with regulatory compliance objectives, the Data Analysis Team is an integral part of the Division's mission to promote public safety through innovative problem-solving, while overseeing the nation's oldest commercial marijuana market. The successful candidate will be responsible for extracting, analyzing, and presenting data available to the Division from multiple data sources including inventory tracking and licensing data.
Main duties of the position include:
Performing statistical analysis and research, and subsequently, developing data edits to ensure data's integrity and reconciling anomalies in inventory tracking system;
Designing and developing unique and appropriate statistical models to determine the impact on the industry of proposed legislation and rules and report results to Division leadership
Creating risk-based models to evaluate potential non-compliant licensees based on available data; and advising users on interpretation of information presented.
Duties also include designing and/or supervising special statistical studies and projects assigned by Division Management;
Supporting investigators as part of a multi-disciplinary team in planning, coordinating and executing criminal and regulatory investigations through synthesis and clear communication of industry-produced data and statistical rigor, referrals from other government agencies, complaints, or other developed sources.
Using advanced-level knowledge and expertise in relational databases, querying and analytic languages, quantitative regression and analysis, and a mature understanding of the power of visualization in order to provide the Division with increased technical capabilities commensurate with data-driven decision making.
While predominantly an independent role, the position will assist employee growth in technical skills and be able to integrate into a team dynamic when necessary.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Bachelor's degree from an accredited college or university in statistics, statistical analysis, mathematics, economics, demography, computer science, software development, finance or a related field.
Three years of experience developing analyses utilizing databases, querying languages, and/or analytic software solutions.
Work experience in statistics, statistical analysis, mathematics, economics, demography, computer science, software development, finance or a related field may substitute on a year-for-year basis for the Bachelor's degree.
A Master's or Doctorate degree from an accredited college or university in statistics or statistical analysis or business/data analytics may be substituted for the Bachelor's degree and for one or two years respectively, for the required experience.
PREFERRED QUALIFICATIONS and COMPETENCIES The following preferred experience(s), competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
Knowledge of data collection, management and analysis, using relational databases or scripting languages;
Proficiency with SQL, R (Office R, R Markdown and related packages), Tidyverse (TIDYR, DPLYR and related packages), Python (Selenium, OS, SMTP Lib and related packages), Java Script, or VBA;
Experience with data visualization tools such as Tableau or GGPlot2;
Intermediate to advanced skills on Microsoft Excel and related Microsoft Office tools, or Google Suite related products;
Strong analytic thinking, research, and problem solving skills;
Exceptional interpersonal and team working skills;
Excellent verbal and written communication skills.
CONDITIONS of EMPLOYMENT

Applicants with a direct or indirect interest in any medical or retail marijuana license or licensee or hold an occupational license are prohibited from employment with the Marijuana Enforcement Division.
A state licensing authority employee with regulatory oversight responsibilities for marijuana businesses licensed by the state licensing authority shall not work for, represent, or provide consulting services to or otherwise derive pecuniary gain from a marijuana business licensed by the state licensing authority or other business entity established for the primary purpose of providing services to the marijuana industry for a period of six (6) months following his or her last day of employment with the state licensing authority.
Applicants must be willing and able to travel in and out of state as required to perform investigations. Applicants must be willing to work nights, rotating shifts, weekends, and holidays; and must possess and maintain a Colorado driver's license.
