ASRC Federal AFSS is a premier provider of systems engineering, software engineering, system integration and project management services for real-time, mission-critical defense systems. We are seeking a Resource Analyst to support a NASA contract in Greenbelt, MD.
Provide mid-level resources analyst support on a flight project in the areas of budget planning, formulation, and execution. Monitor contracts and task orders to determine funding needs and cost/workforce trends, and coordinate with project team members and technical leads to analyze monthly plan versus actual variances. Use analytical skillset to develop obligation/cost forecast and estimate to complete analysis for all elements of project budget. Utilize advanced Excel functions to introduce efficiencies and streamline reporting processes where applicable. Provide monthly financial analysis and develop monthly cost and funding status reports for the Resources and Project Management team.
Support the Resources team in performing budget planning and formulation activities including annual Planning, Programming and Budget Execution (PPBE) process, NASA Headquarters (HQs) required task agreements, Basis of Estimates, and bi-annual phasing plan development for short-term, long-term, and multi-year scenarios both for Goddard Space Flight Center (GSFC) and HQ Space Communication and Navigation (SCaN) Program.
Aid in the budget execution tasks including project office task tracking, burn rate and 533 analysis, contractor cost reporting analysis, funds allocation, funds control management, cost pool trends, continuing resolution (CR) scenario planning, estimate to complete (ETC) analysis, workforce planning, and cost plan versus actual analysis.
Utilize advanced Microsoft Excel skills to develop and implement streamlined forecasting, reduce manual processes, increase accuracy and speed to deliver, identify areas for development in project financial reporting. Automate processes to enhance reporting capabilities and flexibility to work successfully in a fast paced environment.
Allocate funds based on approved operating plans and report funding status to project management on a monthly basis. Monitor expenditures to ensure utilization of correct accounting information, funds availability, and initiating corrective action when errors occur.
Assist with the planning, organization, and execution of the project's travel budget. This includes preparing grassroots travel plans by WBS, reviewing/funds certifying travel in the Center's travel system (CONCUR).
Monitor project financial status by tracking and analyzing financial data including commitments, obligations, and costs using NASA's accounting systems - Systems, Applications and Products (SAP) and Business Objects (BOBJ).
Ensure that costs do not exceed obligations throughout the fiscal year and tasks are funded appropriately at all times.
Prepare, manage, and report monthly project financial data to project leadership team and as part of formal presentation in center-required Division Status Review (DSR), Resources Status Review (RSR), Code 450 Tag-up Meeting, Monthly Status Review (MSR), Headquarters Program Status Review (PSR) and Integrated Assessment (IA) to HQ's SCaN Program leadership.
Assist in the planning, organizing, and executing of the project's workforce exercise (iWAPP). Track planned versus actual staffing with explanations on variances, and prepare monthly reports to project and center management.
Document standard operating procedures (SOPs) including monthly business-team deliverables, reporting due-dates, resources team responsibility matrix, and monthly reporting processes to assist in team knowledge-share, communication, and cross-training.
Complete various ad hoc actions sometimes with minimal direction and very short turn-around time.
Compliance with NASA and Goddard regulations and procedural requirements is mandatory.
Proficient with Microsoft Office suite (Word, PowerPoint, Excel and Outlook); must have advanced Microsoft Excel skills, including pivot tables, advanced functions, and data validation

Should possess strong analytical, interpersonal, written and verbal communication skills as well as having the ability to manage time and meet the many reporting deadlines
Strong organizational skills and attention to detail
Must have the ability to multi-task and experience with successfully accomplishing responsibilities within a team in a fast-paced environment and interface successfully with business personnel and technical leads as well as personnel at varying levels of management
Experience with GSFC Financial Systems, including SAP, BOBJ, Funds Control System, and CORTS is a plus
Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job.
Education and Experience:
Bachelor's degree with 6 years of relevant work experience; Minimum of 8 years of relevant work experience in lieu of a college degree.
