Job Description:
Professional oversight and management of major federal and/or state grant related projects. Duties require independent judgment and professional expertise, including formulation of program goals, policies and quality standards as well as grant development and administration. Duties may focus on some or all of the following: grants management and program development, procurement, grant sub-awards and contracts, on-site compliance monitoring, financial audits management, environmental review and programs clearance.


Manage day-to-day operational aspects of grant projects; grant project oversight on behalf of College project sponsors to ensure success.
Participate in compliance review of grant applications.
Assist Senior Leadership with prospective grant feasibility and risk assessment.
Advise Senior Leadership and assist with the development of necessary policies and procedures.
Schedule and evaluates grantee compliance against appropriate standards; attend required grant compliance training sessions, as required.
Provide written reports of grantee compliance with federal, state, local laws and regulations and Vermont Tech and VSC policies and procedures.
Communicate with granting agencies; work with Principal Investigators to co-develop and submit grant modification requests.
Conduct reviews of final program reports, interim and final audits, and other closeout data for all applicable grant programs.
Assist Principal Investigators with reporting of personnel hours and expenditures, as required.
Assist Principal Investigators with grant budget management.
Ensure timely and accurate project reports, such as: time and effort, leveraged resource, cash and in-kind match.
Initiate, develop, and maintain contacts with a broad range of federal, state, and local organizations and individuals to develop partnership support and other aid.
Provide compliance management and technical assistance to Principal Investigators.
Oversee the preparation and execution of requests for proposals, project contracts, and Memoranda of Understanding with clients and service providers.
Oversee the preparation of a range of administrative and management reports; provide required grant data; identify and assist with the preparation of new grant applications.
Develop written materials; provide on-site technical assistance and consultation.
Confer regularly with the President and Senior Leadership to plan and evaluate grant and program goals, exchange information, and resolve problems.
Confer, as deemed necessary, with the Dean of Administration.
Meet with staff to plan and implement grant programming; advise on requirements specific to relevant grants.
Attend meetings with various constituencies - basic program functions may entail evening and weekend hours.
Urgent deadlines should be anticipated.

Bachelor's degree in business or other appropriate discipline with course work in financial management, grants administration or program evaluation in an appropriate discipline with Masters preferred, plus five to seven years relevant professional level responsibility in accounting, financial auditing, grants administration or experience in the management of financial affairs or a governmental accounting system from which comparable knowledge and skills are acquired.

Considerable knowledge of project management principles and practices.
Considerable knowledge of grant administration and compliance monitoring, especially federal grants.
Considerable knowledge of the principles and programs management including accounting and program evaluation.
Collaborative work history with teams, boards and advisory councils, program staff, faculty.
Ability to communicate and to represent the program effectively to internal and external audiences, including:public relations, presentation and communications skills (written, oral, public speaking).
Strong planning, organizational, supervisory, administrative and budget management skills.
Strong computer application and technical skills including word processing, e-mail, web presence, and Excel. Working knowledge of computer applications to programs management and grant administration.
Ability to interpret and apply complex laws, rules and regulations.
Ability to communicate effectively both orally and in writing.
Vermont Drivers license and willingness to travel both in-state and outside Vermont.
